SPECIAL MEETING - CONTINUED BUDGET HEARING
September 19, 1977
The Council of the City of Richfield met in special session in the Council
Chambers of the City Ha11 on Monday, September 19, 1977 at 7:00 p.m. to continue
the hearing on the proposed 1978 budget.
The meeting was called to order by Mayor Law.
Present: Anderson, Jacobsen, Ludeman, Luettinger, Law.
Mayor Law presented a resolution of appreciation to Donald Fondrick, resigning
Parks and Recreation Director, in recognition of his seven years service to the
city as Wood Lake Nature Center Manager and subsequently as Parks and Recreation
Director.
Motion by Luettinger, seconded by Anderson that the following resolution be
adopted; that it be spread in the resolution book and that it be made apart of
these minutes:

Poll of votes: Ayes - Anderson, Jacobsen, Ludeman, Luettinger, Law. Nayes - None.
Carried. This resolution appears as Resolution No. 5790 in Resolution Book No. 41.
Mayor Law also presented Mr. Fondrick with a career employment certificate.
1. Continued Budget Hearing
The City Manager presented a general overview of the entire budget proposed for
1978. The city council continued review and consideration of program areas by reviewing
all Park and Recreation budget activities, the Youth Counseling Services program and
the Planning budget activity.
The following actions were taken by the city council:
Motion by Ludeman, seconded by Luettinger that a resolution be prepared for
consideration at the September 26, city council meeting requesting Hennepin County
to provide financial assistance for the operation of the Wood Lake Nature Center.

September 19, 1977
Motion by Jacobsen, seconded by Luettinger requesting a financial report of
the swimming program for the first three quarters of 1977 be submitted to the city
council and Park and Recreation Advisory Commission by October 31, 1977.
All ayes - Carried.

Motion by Jacobsen, seconded by Luettinger that the Park and Recreation Advisory
Commission be requested to hold hearings on swimming pool users fees'and report
back to the city council with the understanding that the city council would set
1978 fees by December 31, 1977.

2. Resolution on City Primary Election
Motion by Jacobsen, seconded by Anderson that the following resolution be
adopted; that it be spread in the resolution book and that it be made a part of
these minutes:

Carried. This resolution appears as Resolution No. 5789 in Resolution Book No. 41.
3. Minutes
Motion by Ludeman, seconded by Luettinger that the minutes of the special
budget hearing of September 14, 1977 be approved as presented.
A11 ayes - Carried.
4. Change Order
The City Manager informed the council that, due to the storm of August 30, it
will be necessary to repair one half block of street paving on Columbus Avenue from
66th to 67th Street and he requested approval of a change order for this purpose with
the 1977 street paving contractor.

Motion by Ludeman, seconded by Anderson to approve a change order for this
emergency repair work.
All ayes - Carried.
Motion by Luettinger, seconded by Ludeman to adopt the following resolution,
requesting asphalt surfacing of State Highway 36 where it passes through Richfield;
that it be spread in the resolution book and that it be made a part of these minutes:

5. Next Budget Hearing
Motion by Anderson, seconded by Jacobsen to continue the budget hearing to
October 3, 1977 at 7:00 p.m.
All ayes - Carried.
6. Adjournment
Motion by Jacobsen, seconded by Luettinger that the meeting adjourn.
