09-14-1977 SpecialCITY OF RICHFIELD SPECIAL MEETING - BUDGET HEARING September 14, 1977 Pursuant to the provisions of the City Charter of Richfield, Minnesota, the City Council held a special session on Wednesday, September 14, 1977, at 7:00 p.m. in the Council Chambers of the City Hall to hold a hearing on the 1978 proposed budget and other matters. The meeting was called to order by Mayor Loren L. Law. Present: Jacobsen, Luettinger, Law Absent: Anderson, Ludeman 1. 1978 Proposed Budget Mayor Law opened the City Council hearing on the proposed 1978 General Fund budget by asking the City Manager to begin his presentation of the proposed 1978 General Fund budget and suggesting ending discussion at 9:00 p.m. with the continuation on Monday, September 19, 1977. The City Manager presented a summary of the over-a11 budget picture noting very little difference to the 1977 revised budget with only a few changes. He indicated a decrease in temporary and seasonal employees for the proposed 1978 budget. Councilman Ludeman arrived at 7:10 p.m. The City Manager explained the recommended 1978 General Fund expenditures represent an increase of 6.9 percent over 1977 estimated expenditures and an increase of 6.6 percent over 1977 adjusted appropriation. The City Manager reviewed insurance costs and their undetermined increases. He noted the General Fund mill levy for 1978 will remain almost the same. The total recommended levy for 1978 compared with the total 1977 levy represents a .93 mill decrease in mill levy for all city purposes. The City Manager concluded his presentation and answered questions from members of the council on the proposed budget. Mayor-Law excused himself at 7:20 p.m. to attend a meeting of the Sports Commission in Bloomington. Special Meeting-Budget Hearing -2- September 14, 1977 Councilman Luettinger questioned whether some relief for the Nature Center operating cost could be sought from Hennepin County. Councilman Anderson arrived at 7:30 p.m. Councilman Ludeman questioned the feasibility of earlier retirement of bonds. The City Manager explained the funds are used to cancel tax levies when funds are available, which has been done in the past. Councilman Ludeman questioned the increase for the proposed 1978 Sewer budget. The City Manager stated that proportionate increases were also being passed on to other municipalities due to higher treatment standards and associated costs. He indicated that while there would undoubtedly be a need for rate adjustments in 1978, the Richfield sewer service rate would be one of the lowest. Mayor Law returned at 8:00 p.m. and continued the hearing on the proposed budget. The following budget activities were reviewed by council: Mayor-Council; all Executive Department activities; all Finance Department activities; Legal; and Engineering, Streets, L/H/N maintenance budget activities in the Public Works Department. Motion by Jacobsen, seconded by Anderson that the budget hearing be continued to September 19, 1977. A11 ayes - Carried. 2. Discussion on Rainstorm Damage Mayor Law asked for a report on the progress of the task force assigned to aid victims of the August 30, rainstorm flooding. Administrative Assistant, Joyce Wilde, stated that by 4:00 p.m., September 14, it was reported that all but six of the 72 homes with damage had been contacted. Twelve homes were not necessary to visit and sixteen requested a pick-up for debris and other refuse. Persons were told of various loan and. grant assistance programs and that the Red Cross would assist with general needs. Special Meeting-Budget Hearing -3- September 14, 1977 The City Manager spoke on the availability of grants and loans. He reported a decision on federal disaster aid should occur by Friday. He suggested the redesig- nation of 20 percent of the city's $124,.000 Community Development loan and grant funds for low and moderate income; families to direct grants for low and moderate income eligible persons. He reported that approval by HUD for this change was pending, but recommended a resolution authorizing the change be adopted. Motion by Ludeman, seconded by Luettinger that the following resolution be adopted; that it be spread in the resolution book and that it be made a part of these minutes: RESOLUTION N0. 5786 RESOLUTION AMENDING COMMUNITY DEVELOPMENT PLAN Po11 of votes: Ayes - Anderson, Jacobsen, Ludeman, Luettinger, Law. Nayes - None. Carried. This resolution appears as Resolution No. 5786 in Resolution Book No. 41. Motion by Ludeman, seconded by Luettinger to call a special meeting of the HRA for Monday, September 19, 1977, to consider a change in the regulation on loans under the Housing Rehabilitation Program. All ayes - Carried. Motion by.Ludeman, seconded by Anderson to confirm the City Manager's appointment of Carl D. Marinics as Public Works Director. All ayes - Carried.
