staff was called by Richard Krier, planning director, department head acting in
lieu of the city manager, who announced that the purpose of the meeting was to
receive, open and read aloud, sealed bids on pump and piping and appurtenant work
for we11 Noa 7, as advertised in the official newspaper on July 6 and 13, 1977°
