BOARD OF REVIEW
May 31, 1977 .
The Board of Review. of the City of Richfield met in the Council Chambers of
the City Hall, 6700 .Portland Avenue, on Tuesday, May 31, 1977 at 7:00 PM.
The meeting was called to order by Mayor Law.
Present: Councilmen Jacobsen, Ludeman, Luettinger and Mayor Law, as
well as resident members Harry Tickner, 6429 Russell Avenue
and Harley Witte, 2911 West 70 1/2 Street.
Also Present: Wayne S. Burggraaff, City Manager
Thomas J. Moran, City Clerk
' Vernon L. Anderson, City Assessor; and
City Appraisers Stan Thompson and Tom Hessing
Absent: Councilman Anderson
The city manager requested Vernon Anderson, the city assessor, to explain the
Board of Review procedure and other opportunities for property owners to appeal
their values. Mr. Anderson reviewed the procedures available to property owners
in having their properties reviewed; the City Board of Review, the County Board
of Review and the State Board of Review. He also explained two legal procedures
which occur after values have been set; the abatement alternative and court petition.
The following individuals appeared before the Board of Review:
Theodore Hanson (G & H Prop.) questioned the valuation placed on the property
at 6438 Pleasant Avenue (45725/0900), a seven unit apartment. He reported that the
rents amounted to $13,00 a year; felt his taxes were too high and compared the 1977
value 'with 1976 value.
The city assessor presented the valuation of four comparable units.
Motion by Ludeman, seconded by Luettinger to sustain the value of this
property as determined by the city assessor. .
All ayes - Carried. Absent -,Anderson.
Lloyd Schmidt, 6914 Gedar Avenue (45197/0300), asked if the value in question
was the resale value, He felt his house should be taxed less because of the free-
way noise.

The city assessor reported his valuation includes a 10°/o reduction because of
the freeway along Cedar Avenue and another 5% reduction because of the short lot
side. He also reported that the assessor's value is less than the owner's
certificate of value. ~ ~ -
Motion by Jacobsen, seconded by Luettinger to sustain the value of this
property as determined by the city assessor.
All ayes - Carried. Absent - Anderson.
Mrs. William Belford, 7344 Garfield (45120/8000), said her property is on a
corner lot with much traffic and parking from business across the street and in
view of these conditions, she felt her value was excessive.
The city assessor presented the valuation ~on six properties of comparable
value. °
Motion by Jacobsen, seconded by Ludeman to sustain the value of this property
as determined by the city assessor.
All ayes - Carried. Absent - Anderson. .
Lawxence Wozniczka, 6744 Wentworth Avenue (45562/2010), said he felt the 14.2°/a
increase of his property valuation was greater than the average throughout the
city. He compared the increase of two other properties, one at 8.870 and the other
at 9.17..
The city assessor presented the valuation of six other properties of comparable
value and also reviewed the two properties mentioned by Mr. Wozniczka.
Motion by Ludeman to lower the value of this property by $2,500.
Motion lost for-lack of a second.
Motion by Tickner, seconded by Jacobsen to sustain the value of this property
as determined by the city assessor.

Absent - Anderson. Carried.

John J. Hoefs, 7314 Park Avenue (4.5070/1200), reported he had paid $4.2,000 ,
for his home a year and a half ago and felt the value was placed too high at $4.8,500.
Motion by Ludeman, seconded by Jacobsen to sustain the value of this property
as determined by the city assessor.
A11 ayes -'Carried. Absent - Anderson.
Motion by Luettinger, seconded by Jacobsen that the meeting adjourn.
