Special Meeting -Capital Improvements Hearing
March 31, 1977
The Council of the City of Richfield met in s pecial session to consider
the 1977/83 Proposed Capital Improvement Program in the Council Chambers
of the City Hall on March 31, 1977 at 7:00 p.m.
The meeting was called to order President Pro Tempe, Ivan Ludeman.
Present: Anderson, Jacobsen, Ludeman, Luettinger
Absent: Law
The city manager reviewed the Capital Improvement budget process and
the recommendations of the planning commission and the parks and recreation
commission .
Mayor Law arrived during Mr. Burggraaff's discussion.
The council discussed the parks and recreation program. Don Fondrick,
parks and recreation director, reviewed the proposals and explained changes
in the current proposal from the last Capital Improvement Program. A
discussion was held on the priorities for Christian versus Monroe-Fairwood
Park development. Howarr~ C. Godwin, 6739 Bloomington, and Larry Day,
7027 13th Avenue, both spoke in favor of Christian Park development.
The public safety portion of the Capital Improvement budget was
discussed. by Tom Morgan, public safety director. He reviewed the requests
and explained the need to upgrade the communications system.
The public works program was discussed. Marshall Raaen, acting public
works director, answered questions from the council.
Motion by Jacobsen, seconded by Ludeman to remove the alternate
bid on Capital Project 686 (the Lyndale Avenue portion of 1977 street

improvement)
All ayes -carried .
Discussion was held on the Lyndale Avenue improvement from 74th Street to
Highway 494. It was recommended that these improvements be considered for 1979.
The city manager pointed out that this project is a combination of items 20, 23, 25
and 26 in the Capital Improvement Program. These items were proposed for construction
in 1978 and it was suggested that these be moved to 1979.
Motion by Jacobsen, seconded by Anderson to a~aove the improvements of Lyndale
Avenue from 74th Street to Highway 494 to 1979.
All ayes -Carried.
Planning director, Richard Krier, reviewed the HRA portion of the Capital Improve-
meat Program and answered questions from the council. He indicated that it would be
necessary to change the allocation figures on the L/H/N public improvements between
1977 and 1978 based on the final cost estimates from the consultant. He reported that
the figure for 1977 should be $2, 416, 000 and the figure for 1978 should be $1, 084, 000.
This is listed as Item 34 in the Capital Improvement project. The city planner reported
that Hennepin County receives Community Development Block Grant funds and it was
their desire to use a portion of the funds throughout the county.
Motion by Luettinger, seconded by Ludeman to send a letter to Hennepin County
requesting them to use a portion of their CD grant funds for housing in Richfield.
All ayes -Carried.
Motion by Jacobsen, seconded by Ludeman that the following resolution be
adopted; that it be spread in the resolution book and that it be made a part of
these minutes:

RESOLUTION ADOPTING THE 1977/83 CAPITAL IMPROVEMENTS
PROGRAM AND THE 1977/83 CAPITAL IMPROVEMENT BUDGETS
Poll of votes: Ayes -Jacobsen, Ludeman, Luettinger, Law. Hayes -Anderson.
Carried. This resolution appears as Resolution No. 5704 in Resolution Book 40.
Councilman Anderson indicated that he voted no because he believed the
Monroe-Fairwood park development should occur before Christian Park development.
Motion by Jacobsen, se~aonded by Luettinger to write the parks and recreation
commission and the planning commission letters of appreciation thanking them for
their deliberations on this Capital Improvement document. The council also expressed
thanks to the staff for compiling the material.
It was agreed that, should additional monies become available within the
next two years, that the council could give further consideration to additional projects
at Arugsbur Park; to construct a sun deck along the south end of the Community
Center, and to accelerate scheduling of a bandshell or picnic shelter in this park.
Motion by Jacobsen, seconded by Luettinger that the meeting adjourn.
