Special Meeting - Continued Budget Hearing
October 5, 1976
~h.e Richfield City Council met in the Council Chambers of the City Hall on
Qctober 5, 1976 at 7:00 PM to continue discussion on adoption of the proposed
1977 budget.
The meeting was called to order by Mayor Law.
Present: Anderson, Jacobsen, Ludeman, Luettinger, Law
City manager, Wayne Burggraaff, read a statement summarizing the review
of the budget to date.
Mayor Law requested council questions on any part of the budget that they
reviewed to date. Discussion was held on the Senior Citizen Community Center
Division of the Paxks and Recreat~,an Department budget. Also discussion was
he],d on the number of CETA employees and what the status of the CETA funding
was and the possibility of continued use of CETA employees in 1977.
Gertrude Ulrich, 7601 Aldrich, commented on the 1972 city council decision
to commit revenue sharing to support the operating budget and also spoke in
support of continu~.ng existing city services in 1977.
Council asked questions about the proposed budget in the Central Garage
and Equipment Fund. ]:'eter Eberz, public works director, explained the policies
regarding equipment replacement and answered questions regarding capital outlay -
equipment replacements.
Motion by Ludeman, seconded by Luettinger to eliminate one pool car and not
replace the car.
Po11 of votes: Ayes - Ludeman, Luettinger, Law. Nayes - Anderson, Jacobsen.
Carried.
The city council discussed the relationship of the HRA to the Planning
budget. Richard Krier, planning director, answered questions of the council

regarding the HRA administration and its programs and the proposal on activities
in managing the Lyndale/Hub/Nicollet redevelopment in 1977.
It was determined that the council should recess and call the HRA into
session. 10:30 PM.
After the adjournement of the HRA budget hearing, council reconvened to
adjourn the council meeting.
Motion by Luettinger, seconded by Jacobsen that the meeting adjourn,
