CONTINUED BUDGET HEARING
September 9, 1976
The Council of the City of Richfield met in special session in the Council
Chambers of the City Hall on Thursday, September 9, 1976 at 7:00 PM to continue
the reviewal of the proposed 1977 budget.
Joyce Wilde, Administrative Assistant, gave the invocation.
The meeting was called to order by Mayor Law.
Present; Jacobsen, Ludeman, Luettinger, Law
Absent; Anderson
Council reviewed the minutes of the first budget hearing of September 7
but took no action as they were on the next agenda for approval at the regular
council meeting of September 13. However, it was noted that the list of subjects
the council wished to discuss with state legislators should also include federal
legislators.
The council discussed a letter submitted by city department directors in
answer to a city council request proposing a policy on out-of-state conference
attendance. Mayor Law and Councilman Luettinger expressed concern with the
letter and stated that it did not comply with their wishes for such a policy.
Tom Morgan, Public Safety Director,-and Peter Eberz, Public Works Director,
responded regarding the staff deliberations in this matter. Council indicated
a desire for department directors to continue work on a definitive policy on
attendance at out-of-state conferences and training programs and directed that
such a proposed policy be resubmitted to the council for consideration.
Councilman Anderson arrived at 7:30 PM.
Council continued their discussion of the Executive Department and
reviewed the Personnel Division and Research Division.

The city manager and finance director answered questions of the council
on the Finance Department which included the divisions of Accounting, City
Clerk, Assessing and Elections.
The Legal Department and Planning Department were text reviewed.
The public safety director made a slide presentation on the 1976 activities
of the Public Safety Department and answered questions regarding the 1977 budget
for this department.
Steve Lipenski,~director of the Storefront, appeared in behalf of his
organization requesting additional city support of their program in 1977.
He explained the Storefront budget and funding arrangements with the request
that the city provide $17,000 in 1977. It was pointed out that the proposed
budget from the city manager includes an allowance of $12,000. No action was
taken.
Council agreed to continue the budget hearing to Monday, September 20, 1976.
Motion by Ludeman, seconded by Jacobsen that the meeting adjourn,
