Continued Meeting

The Richfield City Council met on June 21, 1976 at 7:15 PM in the Council
Chambers of the City Hall to continue the June 14, 1976 meeting which had been
adjourned to this date.
The meeting was called to order by Mayor. Law.
Present; Jacobsen, Luettinger, Law
Absent; Anderson, Ludeman
1. Discussion of Membership in a suburban Hennepin. County Municipal Organization
The City Manager reviewed the request of Mayor Krautkremer of Brooklyn
Park to participate in the formation of an organization of suburban Hennepin
County municipalities. The city's contribution toward the purposes of this
organization could be staff services or 5~ per capita, which would be approx3.mately
$2,350.
Don.Houlding, 7145 13th Avenue, spoke against utilizing city money to
promote this organization when there is current .state money _perforn~ing the
same function:
Dennis Louis, 6300 4th Avenue, inquired whether Councilman Ludeman
would be the representative for th is organization.
Mot3,on by Jacobsen:, seconded by Luettinger, to indicate support of the
organization but withhold joining formally until the organization is created and
until a more thorough study can be made of our staff and financial contribution.

2. Compensation and Position Classification Study _
It was recommended by the City Manager that the city council authorize the
City Manager to solicit proposals, select a consultant ~.nd negotiate a tentative
agreement to conduct this study.

Mayor Law inquired as to what changes have been made to the 1971 plan
which would require a new pay plan. Mr. Burggraaff stated that it is desirable
to have such a study conducted every 5 to 7 years and that it should .be conducted
by an outside consultant.
General discussion ensued on a personnel consultant firm versus our own
personnel office conducting a study;
The City Manager and the Mayor suggested that this item be deferred until all
council members were present.
Motion~by Jacobsen, seconded by Luettinger, to defer this item until
June 28 and that a transcript of this discussion be prepared for the two absent
members.

3. Computer Consultant
The agreement between Intech and the City of Richfield was again reviewed
and the City Manager advised the council that this provides for the consulting
services requested by the city council.
Mr, Dewey Albers, consultant from Intech, was introduced and he explained
the three stages of the consulting process, Phase I, the study, Phase II,
preparation of bid specifications, and Phase III, evaluation of bids,
Discussion followed involving our present costs for computer services
and future costs,
Dennis Louis, 6300 4th Avenue, said that personnel who work with the
equipment on a daily basis should write the specifications needed for an in-
dependent study.
Mayor Law stated he would' like the council to review the study after
Phase I and before Phase II or III begins.
Motion by Jacobsen, seconded by Luettinger to defer this item until
June 28.

4. Discussion of League of Minnesota Municipalities Labor Relations
Subscription Service
2'he City Manager reviewed the subscription service indicating the cost
and the advantages of participating in this program.
'There was considerable discussion concerning the subscription service
and the outstate labor relations service offered by the League of Minnesota
Municipalities. Mayor Law and Councilman Luettinger expressed the opinion that
the fees paid to Labor Relations Associates were too high. There was general
discussion of the salaries paid to the state league employee who provides the
Councilman
outstate labor relations service. Luettinger requested that the City Manager
obtain a list of salaries for all state league employees and present that
information to the city council.
Motion by Jacobsen, seconded by Luettinger to approve participation in
the Labor Relations subscription service and to authorize payment of the
$2,250 charge for the 1976/77 year.

Motion by Jacobsen, seconded by Luettinger to advise the League of
Minnesota Municipalities that the Richfield City Council feels that the fees
paid to Labor Relations Associates are too high and that the fees should be
revised downward in the next negotiations for this agreement.

Motion by Jacobsen, seconded by Luettinger that the City of Richfield
continue participation in point Local 49 negotiations and be represented by
the Metropolitan Area Management Association negotiating committee.

5. Proposed Planned Uriit Development Ordinance
City Attorney, Clayton LeFevere, briefly reviewed the proposed ordinance.
Motion by Jacobsen, seconded by Luettinger to approve the proposal in
concept and authorize preparation of final ordinance amendment.

6. Amendments to the Comprehensive Plan
The Planning Director reviewed the proposed amendments to the Comprehensive
Plan.
Motion by Luettinger, seconded by Jacobsen to approve amendments to the
Comprehensive Plan.

7. Discussion of Revenue Sharing Funds
Motion by Jacobsen, seconded by Luettinger to defer this item until
June 28.

8, Amendment to the Municipal Code Relating to the Use of Compression lnieapons
Bi11 No. 1976-14, "An Amendment to Chapter X, Part III, Section 10.17 of
the Ordinance Code of the. City of R3.chfield!', relating to the unlawful discharge
of weapons, was read and reviewed by City Attorney, Clayton LeFevere, the same
being on file in the office of the city clerk. (C-9728)
Motion by Jacobsen, seconded by Luettinger, that this constitute first
reading of Bi11 No. 1976-14, that it be published in the official newspaper and
that second reading of this ordinance amendment be scheduled for July 12, 1976,

9. Purchase in Excess of $1,000
Motion by Jacobsen, seconded by Luettinger to approve the expenditure of
$3,835 for the purchase. of new cooler racks and wine cooler for .the Lyndale
Liquor store.

10. Discussion of Proposed Golf Course Project
The City Manager reviewed the background of the proposed golf course project.
Motion by Jacobsen, seconded by Luettinger to defer this item until June 28th.

11. Discussion of Richfield Lake Property Acquisition
Motion by Jacobsen, seconded by Luettinger that this item be deferred.

Motion by Jacobsen, seconded by Luettinger that this item be deferred.

Motion by Jacobsen, that the 11:00 o'clock rule be invoked. Seconded
by Luettinger.

Motion by Jacobsen, seconded by Luettinger to approve the proclamation
recognizing the Alcoholic and Drug Dependency Program celebration at Metropolitan
Stadium on June 26.

Motion by Jacobsen, seconded by Luettinger to approve a temporary permit
to erect a sign at the Community Center/Senior Citizens Building grand opening.
