01-22-1976CITY OF RICHFIELD CONTINUED REGULAR MEETING January 22, 1976 The regular meeting of January 12, 1976 was reconvened on January 22, 1976 at 7:00 PM in the Council Chambers of the City Hall. No roll call was taken but all members were present. 1. Resolutions Approving Various Pay Plans for 1976 The city manager reviewed his recommendation for adjustments in employee compensation for 1976 for those employees not represented by organized bargaining " units. The manager's recommendation was a 7% increase in the General Service and Management pay plans, along with a further recommendation that the city provide single coverage health insurance for all eligible employees. It was reported that the cost of single health insurance increased in monthly premium from $19.04 to $26.54 per month. Considerable discussion was held on various aspects of the existing pay plan and the city manager's recommendation. Other discussion included concerns about the city's pay plan versus pay plans of private industry on certain job levels. George Tellgren, 6937 Upton, appeared in interest. Motion by Ludeman, seconded by Anderson, that the city manager's pay plan recommendation contained in the following resolution be adopted; that it be spread in the resolution book and that it be made a part of these minutes; RESOLUTION N0. 5475 RESOLUTION RELATING TO THE 1976 SALARY COMPENSATION PLAN Po11 of votes: Ayes - Anderson, Jacobsen, Ludeman. Nayes - Law, Luettinger. Carried. This resolution appears as Resolution No. 5475 in Resolution Book No. 38. Council Meeting Minutes -2- January 22, 1976 Motion by Ludeman, seconded by Jacobsen, to direct the city manager to have _ ~ a pay glan study made for the general services pay plan and management pay plan and to report back to the city council in March. All ayes - Carried. Motion by Ludeman, seconded by Jacobsen, that the following resolution be adopted; that it be spread in the resolution book and that it be made a part of these minutes; RESOLUTION NO. 5476 RESOLUTION DESIGNATING CITY'S COIV'TRIBUTION TOWARD HOSPITAL-MEDICAL INSURANCE PREMIUM Poll of votes: Ayes - Anderson, Jacobsen, Ludeman, Luettinger, Law. Nayes - None. Carried. This resolution appears as Resolution No. 5476 in Resolution Book No. 38. Motion by Luettinger, seconded by Law, to publish in the official newspaper of the city each position classification and the 1976 annual salary for all positions compensated by the city. Poll of votes: Ayes - Ludeman, Luettinger, Law. Nayes - Anderson, Jacobsen. Carried. It was pointed out that the resolution just adopted on the General Services pay plan included implementation of a recommendation, contained in Council Letter No. 387, for re-grading the current position of Planning Aide from pay grade 9 to the title of Associate Planner in pay grade 14. Motion by Luettinger, seconded by Ludeman, to reject the city manager's recommendation and amend Resolution No. 5475 on the General Services Pay Plan by reducing the position for Associate Planner from pay grade 14, to pay grade 12. Poll of votes: Ayes - Ludeman, Luettinger, Law. Nayes - Anderson, Jacobsen. Carried. Council Meeting Minutes -3- January 22, 1976 2. Management Pay Plan The city manager reviewed his recommendation for the Management Pay Plan for~1976. The recommendation was to increase the rates in the plan by seven percent. The city manager also recommended that the pay plan resolution include funds equivalent to eight percent of management salaries to reflect that manage- went personnel are not eligible for step increases and to permit the city manager some flexibility in setting salaries on the basis of merit and other criteria contained in the resolution. • Motion by Jacobsen, seconded by Anderson, that the city manager's recom- mendation for pay plan rates as contained in the following resolution be adopted; that it be spread in the resolution book and that it be made a part of these minutes: RESOLUTION N0. 5477 RESOLUTION RELATING TO THE 1976 SALARY COMPENSATION PLAN FOR CERTAIN MANAGEMENT POSITIONS Po11 of votes: Ayes - Anderson, Jacobsen, Ludeman. Naves - Luettinger, Law. Carried. This resolution appears as Resolution Na. 5477 in Resolution Book No. 38. Motion by Ludeman, seconded by Jacobsen, to reject the city manager's recom- mendation and previous method of setting management salaries and to limit 1976 for any one individual salary adjustments to no more than seven percent or $1,300,per year,/!*_±*~!~!~ .~•vr-'F~..r!g /~~ All ayes - Carried. The city manager advised council members that such action would result, in many cases, in lower management salary increases than in other comparable municipalities and would not make it possible to make the kind of adjustments in some instances which are merited by the criteria in the management pay plan Council Meeting Minutes -4- January 22, 1976 resolution. Council members indicated that they understood this to be the case and that the action limiting salary adjustments did reflect their intent to control spiraling management salaries. Motion by Ludeman, seconded by Jacobsen, that the following resolution be adopted; that it be spread in the resolution book and that it be made a part of these minutes; RESOLUTION N0. 5478 RESOLUTION AUTHORIZING TRANSFER OF APPROPRIATIONS FROM THE 1976 CONTINGENCY ACCOUNT TO VARIOUS DEPARTMENTS Poll of votes: Ayes - Anderson, Jacobsen, Ludeman, Luettinger, Law. Nayes - None. Carried. 'T'his resolution appears as Resolution No. 5478 in Resolution Book No. 38. Motion by Jacobsen, seconded by Anderson, to adjust the salary of the city attorney the same as other management salary adjustments and to incorporate that change in Resolution No. 5477. All ayes - Carried. 3. Discussion on Council Salaries. The city attorney, Clayton LeFevere, reviewed the proposed ordinance, Section 12.02, "Compensation of Mayor and Council Members". The proposed ordinance change was to raise the mayor's salary $600 a year, from $4,800 to $5,400 and to increase the salary of each council member $420, from $3,600 to $4,020 per year, effective February 1, 1976. George Tellgren, 6937 Upton, stated he was in favor of this action. Motion by Jacobsen, seconded by Anderson, that this constitute the first reading of Bill No. 1976-4, An Ordinance Amending Ordinance Code Section 12.02 Subdivision 1, Entitled "Compensation of Mayor and Council Members", that it be published in the official newspaper and that the second reading of this ordinance amendment be scheduled for the council meeting of February 9, 1976. Other Discussions The city manager stated that he had previously advised council members of the 1976-77 contract settlement with the police officers bargaining unit and recommended that it be approved. Councilman Luettinger said that he would like more time to review it. The council agreed to defer final action until the January 26, 1976 city council meeting. Motion by Jacobsen, seconded by Ludeman, to appoint Mrs. L. A. Bendickson, 7217 Chicago, to a three year term to the Senior Citizens Advisory Commission. A11 ayes - Carried. 5. Adjournment Motion by Anderson, seconded by Jacobsen, that the meeting adjourn. All ayes - Carried.
