REGULAR MEETING
December 8, 1975
The Council of the City of Richfield met in regular session in the Council
Chambers of the City Hall on Monday, December 8, 1975 at 7:00 PM.
Rev. John Wright, of the Richfield Church of Christ,~gave the invocation.
The meeting was called to order by Mayor Law.
Present: Anderson, Jacobsen, Ludeman, Luettinger, Law
Absent: None
1. Minutes
Motion by Jacobsen, seconded by Luettinger, that the minutes of the November
24, 1975 meeting be approved as presented.
All ayes - Carried.
2. Request for On-Sale and Sunday Liquor Licenses for Left Guard,-Inc.
7717 Nicollet Avenue
Acting city manager, Peter Eberz, reviewed the staff report of the Left
Guard's past year operation and the application for renewal of the on-sale and
Sunday liquor license.
Appearing in behalf of the Left Guard was their attorney, Gregory Gustafson,
7400 Metro Boulevard, Marilyn R. Glynn,~7317 3rd Avenue, the manager, and vice
president William Max McGee.
Public safety director, Tom Morgan, reviewed the record of police incidents
that had transpired at the Left Guard over the past year.
Motion by Jacobsen, seconded by Luettinger, to close the hearing.
Motion by Jacobsen, seconded by Anderson, to grant renewal of the on-sale
and Sunday liquor licenses subject to the following stipulations as listed in
Council Letter No. 365.
1. 'c'hat the applicant comply with the provisions of the amended
off-street parking contract.

2. That the applicant produce evidence that taxes have been
paid, prior to granting of the license.
3. That a forfeiture .provision be added to the bond to bring
it into compliance with the city ordinance.
All ayes - Carried.
3. Amendment to Off-Street Parking Contract, Left Guard, Inc.
Motion by Anderson, seconded by Jacobsen, to approve an amendment to the
existing off-street parking contract No. 2114 issued to the Left Guard, Inc.
All ayes - Carried.
4. Request for On-Sale and Sunday Liquor Licenses for Nick Minotte's, Inc.
~.. 66th Street and Lyndale Avenue
The acting city manager reviewed the staff report on Nick Minotte's appli-
cation for on-sale and Sunday liquor licenses and recommended the licenses be
granted with the stipulation that the applicant complete the improvements
necessary to comply with the environmental health requirements.
Mr. Matthew Bohar and Mr. Nick Minotte, representing the Minotte Corporation,
were present. Also present was the attorney for Minotte's, Mr. Fred Allen,
Northwest Financial Center.
It was reported that the off-street parking contract provision for removal
of the billboard advertising sign is presently involved in a law suit. Mr.
Minotte indicated that he was not interested in keeping the roof sign, however,
and expressed his willingness to request the owner of the sign to remove it
next spring.
Motion by Jacobsen, seconded by Luettinger, to close the hearing.
Motion by Anderson, seconded by Luettinger, to grant the license for the
remainder of 1975 and renew the on-sale and Sunday liquor license for 1976.

5. Resolution from the Human Rights Commission
Mr. William Siemers, of the Human Rights Commission, presented a resolution
from the Human Rights Commission encouraging the development and publication of
a brochure describing the goals and functions of the Richfield Advisory Commissions,
this brochure to be distributed to all residents.
Motion by Anderson, seconded by Ludeman, to accept the resolution and re-
quest the Human Rights Commission to proceed with the development of a brochure
outlining the activities of the Richfield Advisory Commissions.
All ayes - Carried.
Council recessed at 8:OS PM and reconvened at 8:35 PM.
6. Purchase in Excess of $1,000
The acting city manager, Peter Eberz, reported that bids for 1976 car
purchases had been placed through the Hennepin County Joint Purchasing Group
for the purchase of nine cars, all of which will be replacements for fully
depreciated vehicles in the central garage revolving fund.
Motion by Ludeman, seconded by Luettinger, to approve the purchase .of seven
cars and to retain two administrative cars for another year.
All ayes - Carried.
7. Authorization to Call for Bids
Public safety director, Tom Morgan, requested authorization to seek bids
for the sale of the public safety department's fire division aerial ladder truck
as the department is studying alternatives in providing fire safety service and
needs to determine feasibility of such sale.
Motion by Jacobsen, seconded by Anderson, to aurthorize the staff to ad-
vertise for bids for the sale of the aerial ladder truck with the option to reject
all bids if it is determined that sale of this aerial ladder would not be in the

best interests of the city and the safety of its residents.
All ayes - Carried.
8. Report on Requested Traffic Control Signs
December 8, 1975
A committee comprised of a representative of the city manager's office, the
public safety and public works departments has been formed to review requests
for traffic control devices based on the criteria approved at the November 24, 1975
council meeting.
Based on the committee's review, stop sign requests for the following inter-
sections were recommended for council approval:
Two-Way Stop Signs
67th and 11th
65th and 21st
67th and Columbus
75th and Oliver
67th and Irving
Four-Way Stop Signs
65th and Vincent
Mr. Dave Arnold, 7209 Knox, appeared in support of his petition for a 4-way
stop sign. It was reported that this petition is still under review.

9. Shade Tree Disease Control and Subsidy Program
The acting city manager reviewed provisions of state law regarding state
participation on dutch elm and oak wilt disease control on private property.
Motion by Ludeman, seconded by Jacobsen, that the following resolutions be
adopted .to enable the staff to submit the Grant-in-Aid application and proceed
with implementation of this program for Richfield residents; that the resolutions

10. Ordinance Amendment to the City Code Relating to Nuisances
Bill No. 1976-1, "An Amendment to Chapter IV Section 4.11 of the Ordinance
Code of the City of Richfield", relating to the control of plant pests, was
read and reviewed by city attorney, Clayton LeFevere, the same being on file in
the office of the city clerk. (C-9684)
Motion by Ludeman, seconded by Luettinger, that this hearing be closed.
All ayes - Carried.
Motion by Ludeman, seconded by Luettinger, that this constitute the first
reading of Bi11 No. 1976-1, that it be published in the official newspaper and
that the second reading of this ordinance amendment be scheduled for the council
meeting of January 12, 1976.

13. Request from Animal Humane Society
Motion by Ludeman, seconded by Jacobsen, to approve a contribution of $500
to the Animal Humane Society of Hennepin County in 1976.

14. Discussion of 1974 Audit Report
There was general discussion of the 1974 auditor's report and the finance
director answered questions of the council. No action was taken.
15. Discussion of Ordinance Amendment Regulating Places of Amusement
. The proposed ordinance amendment regulating places of general amusement was
discussed. No action was taken and the ordinance was referred back to the city
attorney for revision.

19. Discussion of Administrative Matters
Mayor Law read a letter of appreciation sent to the council by John Clark,
retired police sergeant.
Councilman Ludeman read a letter from Louis Derby, 7639 Dupont, expressing
his thanks for the repair work done on his driveway.
Some discussion on snow plowing of sidewalks and other snow removal
practices followed.
Maintenance and scheduling of the ice arena was discussed by the council and

members of the audience. Questions were raised regarding the softness of the
ice, the sound system and fire lane parking.
David Dunham, president of the hockey association, offered to discuss a
number of concerns of the association, especially. a second score clock, with
city staff.
The mayor reported on the firefighters salary negotiations and read part
of the posted work schedule.
Tom Moore, president of Firefighters Local 1215, formally requested the
council to implement the arbitration award. No action was taken, but it was
agreed that the city attorney could meet with the union officials on Wednesday
of this week to help resolve understandings of the contract.
