09-23-1975 SpecialCITY OF RICHFIELD SPECL9.L MEETING - CONTINUED BUDGET HEARING September 23, 1975 The Council of the City of Richfield met in special. session in the Council Chambers of the Ci<'ty Ha11 on Tuesday, September 23, 1975, to continue the hearing on the proposed 1976 budget. The meeting was called to order by Mayor Law. Present: Anderson, Jacobsen, Ludeman, Luettinger, Law Absent: None City manager, Wayne Burggraaff, reviewed the services provided by the planning department and Richard Krier, planning director, reviewed the proposed programs for 1976 and answered questions of the council. The city manager reviewed the services of the health department. I. Roesler, environmental health director, was present to answer questions. The city manager reviewed the services performed by the park and recreation department which included the divisions of administration, park maintenance, ice arena, swimming pool, recreation programs and a new division of Senior Citizens/ Community Center. Don Fondrick, acting park and recreation director, answered questions of the council. He also advised council members that the proposed budget did nat include funds for busing playground participants to the swimming pool for lessons. Council members indicated approval of this concept with the understanding that buses would still be provided to transport participants to day camp activities. When reviewing the new division, Senior Citizen/Community Center, Mr. Fondrick reported that the proposed budget funded a CETA position of community center pro- grammar through June of 1976. The council indicated an interest in adding $5,500 to the budget to fund this position for an entire year although no formal action was taken at this tune. The city manager reviewed the unallocated division of the 1976 budget which sue- Special Meeting Minutes -2- 23 September 1975 provided-for 1976 salary settlements, as well as the city's support to other agencies, such as the Bicentennial Commission., the Human Rights Commission and the Store Front. Steve Lepenski, director of the Store Front, appeared before the council in behalf of the city's funding effort for the Store Front activity. Councilman Jacobsen indicated a desire that the unallocated contingency of $225,000 should be increased another $5,000. Motion by Anderson, seconded by Jacobsen to adopt the resolution adopting the proposed budget including the increase of $5,500 to fully fund the position of Community Center programmer. Poll of votes: Ayes - Anderson, Jacobsen, Nayes - Ludeman, Luettinger, Law. Motion failed. Motion by Ludeman, seconded by Luettinger, to cut.the administrative aide position in the public works engineering division, a $11,605 decrease, presently occupied on a temporary basis. ~ - _ _ _- Poll of votes; Ayes - Ludeman, Luettinger, Law. Nayes - Anderson, Jacobsen. Carried. Motion by Luettinger, to reduce the Travel, Conference and School account in the police division by $1,000, in the fire division by $500 and in other divisions, except the iriature 'center, by one third. Tom Morgan, public safety director, asked Councilman Luettinger,to reconsider his motion because, in.-most cases, the training conferences and schools in public safety were reimbursed and the city actually made money on them because- we are reimbursed for the employees' salary as well. Councilman Luettinger was willing to amend his motion to delete "police". Don Fondrick, acting park and recreation director, asked Councilman Luettinger to reconsider on the one third cut except for the nature center, as he could see no 3ustification to allow the nature center travel and conferences benefit and __ , ys Special Meeting Minutes -3- ~ 23 September 1975 cut all the other divisions within the park and recreation department, Tom Moran, finance director, pointed out that in his divis-ions the travel expense, in some instances, was totally for mileage on the employees use of cars and not conferences per se. Councilman Luettinger withdrew his motion. Motion by Luettinger, seconded by Ludeman, to reduce the Travel, Conferences and School account in all divisions 257° for out-of-state travel and to place this difference, approximately $2,876, in the unallocated contingency. A general discussion followed on this motion. Councilman Jacobsen absented himself at 12:10 PM. Po11 of votes; Ayes - Luettinger. Nayes - Anderson, Ludeman, Law, Absent - Jacobsen, Motion failed. Motion by Law, seconded by Ludeman, to cut out=of-state conferences in all 1 departments. Po11 of votes: Ayes -_Ludeman, Law. Nayes - Anderson, Luettinger, Absent - Jacobsen, Motion failed. Motion by Anderson to adopt the budget as amended. Motion failed for lack of a second. Motion by Law, seconded by Ludeman, to adopt a policy that department heads alternate attendance at national conferences every other year and that the city manager may bring special situations on an annual attendance to the council. Po11 of votes: Ayes - Law, Ludeman. Nayes - Andersen, Luettinger, Absent - Jacobsen. Motion failed. Motion by Luettinger, seconded by Anderson, to adjourn. A11 ayes.- Carried. Absent - Jacobsen.
