06-11-1975t CITY OF RICHFIELD BOARD OF REVIEW June 11, 1975 The Continued Board of Review of the City of Richfield met in the Council Chambers of the city ha11, 6700 Portland Avenue, on C~ednesday, June 11, 1975 at 7:00 PM, Present: Councilmen Anderson and Ludeman, Mayor Law, and resident members Donald A. Sundt, 7417 Emerson Avenue and Harry Tickner, 6429 Russell Avenue. Also Present: Thomas J. Moran, city clerk Vernon L. Anderson, city appraiser; and city appraisers Stan Thompson, Jerry Hatlestad and Tom Hessing. Absent: Councilmen Jacobsen and Luettinger Mayor Law called for discussion on the items deferred from the June 2 meeting which were considered in the following order: James J. Mullane, 6511-13 Cedar - (Not Present) Motion by Anderson, seconded by Sundt, to reduce the valuation on this property by $5,000, from $33,000 to $28,000, A11 ayes - Carried, Absent - Jacobsen, Luettinger John Prest, 7636-44 Cedar - (Not Present) Motion by Anderson, seconded by Sundt, to reduce the valuation on this property by $25,000, from $460,000 to $435,000. A11 ayes - Carried. Absent - Jacobsen, Luettinger David Bundt, 6601 Bloomington - (Not Present) Motion by Ludeman, seconded by Anderson, that no change be made in the valuation of this property, A11 ayes - Carried. Absent - Jacobsen, Luettinger Mr. John Prest arrived at 7:10 PM and Mayor Law reported on the action taken. Mr. Prest responded that he felt his property was only worth $401,000, what he had paid for it. Board of Review Minutes -2- June 11, 1975 The board made no change in their previous action. Aaron Larson, 6510 Irving - (Not Present) Motion by Anderson, seconded by Ludeman, to reduce the valuation on this property by $930, from $28,920 to $27,990. A11 ayes - Carried. Absent - Jacobsen, Luettinger Donald Greer, 7512 Bryant, stated he felt his assessed value of $28,680 was too high. He compared the general condition of his home with a neighbor's whose value was the same but whose house was in better condition. He further stated he paid $27,250 for the home in 1973. Motion by Anderson, seconded by Ludeman, to approve the assessor's valuation. All ayes - Carried. Absent - Jacobsen, Luettinger Patricia Frechette, 7400 Aldrich - (Not Present) Motion by Anderson, seconded by Sundt, to approve the assessor's valuation on this property. A11 ayes - Carried. Absent - Jacobsen, Luettinger Lawrence Wozniczka, 6744 Wentworth, appeared before the board. Mayor Law read a letter Mr. Wozniczka had written to the board of June 2, 1975 opposing the increase in his market valuation. The letter further stated he felt his market value should be $37,800 instead of the assessed valuation of $45,360. Mr. Wozniczka questioned the procedure of posting the valuation figure after the valuation date of January 2. The procedure was explained and there appeared to be a misunderstanding by the property owner. Motion by Ludeman, seconded by Tickner, to accept the assessor's valuation of $45,360. A11 ayes - Carried. Absent - Jacobsen, Luettinger Board of Review Minutes -3- June 11, 1975 Sidney M. Sanford, 7000 Portland, said he felt his property was over-valued as he lives on a noisy corner. Motion by Anderson, seconded by Ludeman, to accept the valuation of the assessor and to inspect the facility to determine if the basement is different from the assessor's information. It it is, the valuation will be reduced $800, from $35,400 to $34,600. All ayes - Carried. Absent - Jacobsen, Luettinger Addendum: The city assessor resurveyed the above property and found that the basement was as shown on the city records and there was no justification for a change in valuation. Linda McDonald, 7414 Park Avenue, was represented by her father who said the property was in great disrepair and felt the assessor's valuation of $29,160 was too high and is not a salable value. Motion by Anderson, seconded by Sundt, that the assessor's valuation be confirmed. A11 ayes - Carried. Absent - Jacobsen, Luettinger The following deferred items were considered: H. R. Swanson, 6319-21 and 6325-27 Nicollet - (Not Present) Motion by Anderson, seconded by Sund that no change in the valuation be made. A11 ayes - Carried. Absent - Jacobsen, Luettinger Charles C. Thompson, 1516 E. 66th Street - (Not Present) Motion by Anderson, seconded by Tickner, that no change be made in the valuation of this property. A11 ayes - Carried. Absent - Jacobsen, Luettinger Ralph Hollenbeck, 12 E. 66th Street - (Not Present) Motion by Anderson, seconded by Law, that no change in the valuation be made. r Board of Review Minutes -4- June 11, 1975 All ayes - Carried. Absent - Jacobsen, Luettinger The following people had requested consideration on their valuation and were not present at the meeting: Patricia Frechette 7400 Aldrich Katherine Ganapes 7601 Bryant Hugh Weber 7620 16th Avenue Ervin Smrcka 7200 12th Avenue R. E. Stroberger 6215 Stevens Motion by Anderson, seconded by Sund:, that no change be made in the valuations of the above properties. A11 ayes - Carried. Absent - Jacobsen, Luettinger City assessor, Vernon L. Anderson, read a letter from Goldy B. Stanley (C-6935) protesting the valuation placed on the property at 1316 E. 66th Street. Motion by Anderson, seconded by Sundt, that no change be made in the valuation of this property. A11 ayes - Carried. Absent - Jacobsen, Luettinger.
