06-02-1975 CITY OF RICHFIELD BOARD OF REVIEW June 2, 1975 The Board of Review of the City of Richfield met in the Council Chambers of the city hall, 6T00 Portland Avenue, on Monday, June 2`, 197.5 at 7:00 PM. Present; Councilmen Jacobsen, Ludeman, Luettinger, Anderson, who arrived at 7:30 PM, and Mayor Law, as well as resident-members Donald A. Sundt, 7417 Emerson Avenue, and Harry Tickner, 6429 Russell Avenue. Also present.; Wayne S. Burggraaff, city manager Thomas J. Moran, city clerk Vernon L. Anderson, city assessor; and city appraisers Stan Thompson, Jerry Hatlestad` and Tom Hissing. Absent: None Wayne Burggraaff, city manager, reviewed the powers of the Board of Review and the. valuations assigned on January 2, 1975. Vernon Anderson, city assessor, explained the figures contained. on property owners` notices. Mayor Law asked if any citizens in the audience had a special need to speak at the beginning of the meeting., otherwise property owners who had previously requ:e~s ed to be heard would be called on in the order they had registered. Earl Maf€ett, 6745 Harriet, asked to be heard first. He questioned the calculation of the Limited Market Value of $23,630. He stated he felt his house was worth $27,000 if it were in good repair but he indicated it needed $2,500 in repairs. He also questioned the county's practice of rounding the figure upward which brought. the valuation to more than 5%. The council indicated a letter wou~hd be sent.to the Hennepin County Assessor. James J. Mullane, 8850 11th Avenue,. Bloomington, owner of commercial p:ro.perty at 6511-13 Gedar, felt his valuation of $33,000 was too high. Motion by Jacobsen, seconded by Luettinger, that this property be reappraised Hoard of Review Minutes -2- June 2, 1975 and report back to the council at a later meeting. (Councilman Anderson arrived.) All ayes - Carried. H. R. Swanson, owner of property at 6319-21 Nicol~et and 6325-27 Nicollet, wa$ concerned about the value of both his properties and indicated his present taxes are 33% of the gross income. He indicated the properties should be valued at $29,000 and $30,000. Motion by Anderson, seconded by Jacobsen, that no change in the value be made and to support the assessor's figure.. Po11 of votes: Ayes - Anderson, Jacobsen. Nayes - Ludeman, Luettinger, Law, Sundt, Tickner. Motion failed. Motion by Luettinger, seconded. by Ludeman to have this property reviewed and report back to the council and to notify Mr. Swanson of the findings. A11 ayes - Carried. Charles C.Thompson, 1516 E. 66th Street, protested the value placed on his property. Motion by Jacobsen, seconded by Luettinger, to defer this to the next meeting. A11 ayes - Carried. Motion by Jacobsen, seconded by Luettinger, to set the date of the next meeting of the Board of Review to June 1~, 1975. A11 ayes - Carried. Claude Garvey,-7530 Oliver, reported on his recent purchase of this property at $94,000. He indicated the value-had changed fxom $65,000 to $93,000 which he felt was $8,500 too high. Motion by Luettinger, seconded by Anderson, that no change in the valuation be made. A11 ayes - Carried. Board of Review Minutes -3- .Tune 2, 197'i Mrs. .Trimes Anderson, 2000 W. Forest Drive, stated she felt the incre:u~e was Loo high, asked it- trees were valued as she had lest five and questioned her den being valued as a bedroom. Motion by ,Jacobsen, seconded by Anderson, that no action be taken on tine valuation of this property. All ayes - Carried. Flenry 1~ilzen, 6521 2nd Avenue, disputed the increase of $5,120 in valuation to $30,720 in relation to a year ago when }ie was revalued due to impro:~ements oihich had increased the value only by $2,300. Motion by Jacobsen, seconded by Luettinger, to defer this to the next meeting. All ayes - Carried. John Prest, 7636-44 Cedar, w}~ose property had been assessed at $460,000, stated he Felt the market value was too high and he also felt that the assessor was including personal property. He asked that the property be revalued to his purchase price of $40T,607. Motion by Anderson to concur with the assessor's findings, Motion lost for lack of a second. Motion by Luettinger, seconded by Ludeman, to defer this for revaluation. A11 ayes - Carried. David Bundt, 6601 Bloomington, a car wash, compared his property with similar property in other towns and stated he felt his valuation of $85,000 was too high and indicated he would appeal to the county. Motion by Jacobsen, seconded by Ludeman, to defer this item to the next meeting. A11 ayes - Carried. Board of Review Minutes -4- June 2, 1975 Albert Heller, 6407-6417 Penn, stated he 'felt the valuation of $155,000 on his property was too high-and said he has offered to sell it for $141,000. Motion by Anderson, to concur with the assessor`s findings. Motion lost for lack of a second. Motion by Ludeman, seconded by Jacobsen, to set this valuation at $150,000, ~ $5,000 reduction, on 6407 Penn Avenue. Po11 of votes: Ayes -Jacobsen, Ludeman, Luettinger, Law, Sundt, Tickner. Nayes - Anderson. Carried. Mrs, John Degnan, 7345 18th Avenue, stated she felt the valuation of $37,200 on her property was too high as she had purchased it in 1975 for $37,000 and with deductions for furnishing her purchase price was $33,500. Motion by Ludeman, seconded by Jacobsen, to set the valuation at $34,500, a reduction of $2,700 on this property. Poll of votes: Ayes - Jacobsen, Ludeman, Luettinger, Law, Sundt, Tickner. Nayes - Anderson. Carried. Richard Sexe, 6621 Lynwood Boulevard, stated he felt his assessed value of $46,920 was too high as his home had two bedrooms and a sewing room and_he felt his market value should be set at $41,$00. No action was taken. Jim Braas, 84 West 78th Street, stated he felt his property valuation was too high as his space was limited and he is on a freeway. Motion by Ludeman, seconded by Anderson, that no action be taken on the valuation of this property. All ayes - Carried. Melvin Mansfield, 7526 3rd Avenue, complained-about his taxes. No action was taken. ' Herb Aune, 1710 E. 78th Street, stated he felt his change in value was too much, from $156,000 to $200,000. i ,, Board of Review Minutes -6- June 2,. 1975 Dr. William Renneke, 7533 Sheridan, indicated in his letter he was requesting a state appra~.sal of his property. . Motion by Anderson, seconded by Luettinger, to accept Dr. Renneke's letter. A11 ayes - Carried. Motion by Anderson, seconded by Luettinger, that the hearing recess until 1 June 11, 1975. A11 ayes - Carried. Mr. Trebelhorn appeared regarding property recently purchased by Mr. Calvary Lutheran Church at 6528 16th Avenue with an assessed value of $7,660. He said he was appearing before the board just to be on record and would like to have the property exempt from taxation. Motion by Anderson, seconded by Ludeman, that no action be taken on the valuation of this property. All ayes - Carried. Aaron Larson, 6510 Irving Avenue, reported he had purchased this property in 1971 for $26,900 and he felt the assessor's valuation of $28,920 was too high 1 as it was an old building built in 1941. Motion by Ludeman, seconded by Jacobsen, to resurvey this property and report back to the council. A11 ayes - Carried. Phyilis Truman, 3014 W. 71 1/2 Street, felt the assessor's valua.t'on of $27,240 on her property was too high. Motion by Anderson, seconded by Luettinger, that no action be taken on the valuation of this property. All ayes - Carried. Assessor Anderson read letters from two residents who cou1~ not be present at the hearing; Walter Lienke, 6400 22nd Avenue, protested the revaluation by letter and requested a reduction in his valuation. Motion by Ludeman, seconded by Jacobsen, tha:no change be made in the valuation of this property. A11 ayes - Carried.
