SPECIAL MEETING
May 19, 1975
The Richfield City Council held a special meeting in joint session with
the Bloomington City Council at the Bloomington City Hall on Monday, May 19,
1975 at 6:30 PM.
Bloomington Mayor Benidict opened the meeting and led the Pledge of
Allegiance.
Present: Jacobsen, Ludeman, Luettinger, Law.
Absent: Anderson
The purpose of the special meeting was to discuss with the Bloomington
City Council the proposed construction of a bus garage by the Metropolitan
Transit Commission on the present site of the Bloomington Drive-In Theater
at 12th Avenue and Interstate Highway ~~494.
Mr. Cam Andre, Executive Director of the MTC, made a presentation con-
cerning the procedures which had been followed for deciding to locate the
proposed garage on the Bloomington Drive-In site. He also commented on anti-
cipated bus traffic and the impact of such traffic on the cities of Bloomington
and Richfield. Mr. Andre Indicated that in his opinion the greatest impact
of increased bus traffic would occur in the City of Bloomington.
After additional discussion on this matter it was decided by both city
councils that it would be appropriate if each council would adopt a resolution
indicating the position of the cities of Bloomington and Richfield with re-
spect to construction of the proposed garage of the Bloomington Theater site.
The resolution, to be prepared by members of the city staffs, was to indicate
support for the first priority site selected by the MTC at 24th Avenue on M~,C
property. The resolution was also to include reference to the fact that if it
were not possible to make a change in the site, that the appropriate federal

agencies which would be providing funds for the garage construction should be
advised that the cities of Bloomington and Richfield believe that two
additional 494 ramps should be provided for bus use in order to make the
project acceptable.
