CITY OF RICHFIELD
SPECIAL MEETING
May 5, 1975
The Council of the City of Richfield met in special session in the Council
Chambers of the City Hall on Monday, May 5, 1975 at 7:00 PM.
Councilman Ludeman gave the invocation.
The meeting was called to order by Mayor Law.
Present; Anderson, Ludeman, Luettinger, Law
Absent: Jacobsen (Af•rived at 7:05 PM)
1. Discussion of Need for Scoreboard, Scoring Table and PA System at
Donaldson Park
Mayor Law introduced the general discussion about the needs for additional
facilities, namely for a scoreboard, scoring table building and a PA system.
Harvey Feldman, park and recreation director, reported that the park
was developed according to the existing users' criteria and that he had not
had any requests for the items under discussion.
Curtis Spencer,~7615 14th Avenue, of the East Richfield Little League,
talked about the problems of team scheduling. Mr. Feldman indicated that
there were ten different organizations scheduling the use of•the field and at
least three organizations were unable to provide the city with schedules as
to when they needed the fields for their organizations.
Motion by Anderson, aeconded by Luettinger, to direct the staff to
advise potential users of Donaldson Park that they must notify the city on
the need for park field as soon as possible with a minimum of 24 hours notice
before a game and that preference will be given to Richfield organizations.

A suggestion was made that consideration be given to assigning a park
maintenance employee to work from Tuesday to Saturday so that some effort

of maintenance could be provided on the~week ends.

Motion~•by Ludeman, seconded by Jacobsen, to advise the staff to review
the proposal for .additional facilities, including additional bleachers and
report back to the council.
All ayes = Carried.
There was a discussion on the city's policy of user fees for. lighted
games when the game is non-conferenced and the question was raised as to
whether the school should pay the fee.
• Motion by Law, seconded by Jacobsen, to waive fees on the non-conference
school games.

2. Discussion of Need for Grading East Richfield Sabe Ruth Practice Field
3. Discussion of Grading and Repairing Road to Parking Lot at East Richfield
Little League Fields and Spraying Fields for Weeds
Gerald Meyer, 7501 5th Avenue, representing East Babe Ruth Organization,
requested assistance on grading the practice field, repairing the road to the
'parking lot, spraying weeds and mowing the fields. He suggested mowing East
Babe Ruth field once a week.
Richard A. Rindal, 7309 Fourth Avenue, president of East Richfield Girls'
Softball League, requested grading the roadway to fields 8 and 9, arc welding
on fence pipe and paint for the bleachers.
Curtis Spencer, East Richfield Little League, requested liquid fertilizer
inside fences, weed spraying, picnic-tables and police protection.
Fred Flanagan, president of the East Richfield Little League, also spoke
in behalf of the league's need for assistance.
Motion by Ludeman, seconded by Luettinger, to authorize the city staff
to provide assistance to the various organizations as follows:
East Babe Ruth:
Grade roadway ~ -:~

Mow outfields once a week
East Richfield Girls' Softball League:
Grade roadway off of 22nd Avenue
Arc welding on fence pipe
Paint for bleachers
Each Richfield Little League:
Provide liquid fertilizer on the infields inside fence
Weed spraying
Some picnic tables
Police protection (assistance in removing unauthorized users)
The park and recreation director indicated to the council that the park
staff presently was a good two weeks behind on their work assignments, primarily
f due to weather conditions and other work priorities. It was indicated the he
would attempt to provide the services but that other areas of park maintenance
would probably be delayed. It was also pointed out that we could not guarantee
that there would be no dandelions if we sprayed for weeds.

Marvin Iverson, 6501 19th Avenue, suggested a continuous program on
this service so that future years consideration could be included in the
annual budget planning. o
4. Discussion of July 4 Leisure Festival
Harvey Feldman reported on staff shortage due to illness and the staff's
belief that we will not be able to ,offer assistance on the July 4 Leisure
Festival this year.
Council indicated an understanding of the situation and it was generally
felt that .the support of organizations such as the League of Women Voters and
the Chamber of Commerce probably couldn't promote the festival without the
assistance of the park and recreation department and maintain the excellence
of program we have had in previous. years.
It was agreed that the program would not be held in 1975, but the council
encouraged a long range planning effort for 1976 which would coordinate with

5. Progress Report on Development of Agreement with School District for
of Swimming Pools
The city manager presented the council with an explanation of how
negotiations were going on the agreement with the school district and the
city for the use of their swimming pools.
No action was taken.
6. Discussion of Scheduling for Senior Citizen Facility Project
W. Robert Gordon, 6937 Nicollet, requested the staff to move forward on
this project.
The city manager indicated the dangers in awarding bids without the
assurance of the federal funding and that the staff is not in favor of proceeding
with a contract-with only half of the funding available.
Council stated they understood the problem and encouraged the staff to
proceed as quickly as possible once we had assurance of funding.
No action was taken.
7. Discussion of Mini-Pumper Purchase
Tom Morgan, public safety director, and Richard Simpson, fire chief,
provided council with background information on a mini-pumper purchase which
w3.11 be brought to the council for bidding within a month.
No action was taken.
8. Discussion of Computer Needs
This item was deferred to a future meeting.
9. Discussion of Need for Joint Meeting•with Bloomington City Council
The city manager reported on his conversation with the Metropolitan Transit
Commission regarding the proposal to build a bus garage in Bloomington.
The council indicated they had received a number of calls about the
possible increase of bus traffic throughout Richfield.

Motion by Luettinger, seconded by Ludeman, to request a letter of
intent. from the MTC not to use the streets in Richfield for routing buses
to the garage.
All ayes - Carried.
It was agreed by the council to arrange for a joint meeting with the
Bloomington city council to discuss .this item and other items of mutual
. concern on a Monday evening, either May 19 or .7une 16.
10. Progress Report on 1975 Negotiations with Local 49
' The city manager presented a report on the Local 49 Union's preliminary
demands on the 1975 negotiations for 1976 salary settlement. It was agreed
to report back to the council after the initial meetings of the negotiators and
the demands are pared down.
11. Report on Adams Hi11 Ponding Problem
'fhere was a discussion about flooding in the Adams Hill ponding area
and it was pointed out that the flooding was due to the unusual increase
in rain and that the city was pumping the pond regularly, but it would take
some time to get the level down; There was also a discussion on debris in
the park and it was requested that the staff report back to the council on
the flooding problem.

76th Street from Portland to Cedar Avenue
Z"his item was deferred to a future meeting.
13. Discussion of Meeting with Civil Defense Volunteers
Councilman Luettinger requested consideration of some kind of public
recognition of Civil Defense volunteers. Tt was pointed out that there were
a number of other volunteer organizations too, but the main concern was that

the council do something in regard to public recognition of Civil Defense
volunteers.
14. Establishing City Manager's. 1975 Compensation
Mayor Law called for consideration of a resolution establishing the city
manager's 1975 compensation.- Various fringe benefit items were discussed and
it was proposed to provide the following fringe benefits:
A group life insurance policy from the International City Management
Association providing $45,000 term. life insurance on the mananger
with the annual insurance premium to be paid by the city.
a An increase in the. monthly car allowance to the city manager for the
use of his personal car on city business from $120 per month to $135
. per month
The city manager shall be eligible to benefit from fringe benefits
available to other Richfield employees as specified .in personnel
rules and regulations ordinance.
Motion by Jacobsen, seconded by Anderson, to set the salary of the
city. manager at an increase of $2,500 plus the three fringe benefits listed
above, and that the following resolution be adapted; that it be spread in
the resolution book and that it be made a part of .these minutes:

poll of votes: Ayes - Anderson, Jacobsen, Ludeman, Law._ Nayes - Luettinger.
Carried. This resolution appears as Resolution No. 5357 in Resolution Book
No. 36.
Councilman Luettinger stated he voted "no" because he wanted more time
to consider this.
15. Adjournment
Motion by Anderson, seconded by Jacobsen., that the meeting be adjourned.
