SPECIAL MEETING
April 15, 1975
The Council of the City of Richfield continued its regular April 14th
meeting in the Council Chambers of the City Ha11 on Tuesday, April 15, 1975
at 6;30 p.m. .
Z'he meeting was called to order by Mayor Law.
.Present: Jacobsen, Ludeman, Luettinger, Law.
Absent: Anderson (Councilman Anderson arrived at 6:45 p.m.)
The purpose of the meeting was to discuss the proposed 1975 park and
recreation departmental fees and charges. (Agenda Item 22 from the April 14,
1975 meeting, Recommendation for Adjustment in User Fees.)
Harvey Feldman, park and recreation director., presented a summary of the
proposed fees as recommended by the city staff and a similar summary as rec-
ommended by the Park and Recreation Advisory Commission.
Motion by Jacobsen, seconded by Ludeman,. to continue this discussion
after the joint meeting of the HRA and the Planning Department.
Poll of votes: Ayes-Jacobsen, Luettinger, Ludeman, .Law. Naves - Anderson.
Carried.
Meeting adjourned at 7:40 p.m. and reconvened at 11:05 p.m.
Discussion continued on the proposed 1975 park and recreation departmental
fees and charges. Harvey Feldman and .staff were present for the discussion.
Motion by Jacobsen, seconded by Anderson, to approve the staff recommendation
as per Council Letter No. 100 for an increase in park and recreation user fees
and charges with the following exceptions: Accept the Park and Recreation
Commission recommendet-ion for $19.50/$20.50 for resident'family swimming pool
~, tickets, continue the policy of nine months of free open skating at the Rich-
field Ice .Arena on Thursday afternoons from 4:15 p.m. to 6:I5 p.m. and provide

for service clubs wishing to purchase resident family and resident single
swimming pool tickets for distribution to residents who have been determined
to be unable to pay thir own fees, to do so at half the indicated fees.
A11 ayes - Carried.

Councilman Luettinger indicated that he voted in favor of this motion
bu.t that he had reservations about the following user fees because of the
percentage of increase: resident swimming, pool season ticket,. life saving,
handicapped and childrens' swimming instruction.
Motion by 3acobsen, seconded by Anderson, that the meeting adjourn.
All ayes - Carried. Time: 12:18 A.M. April 16, 1975.
