03-24-1975CITY OF RICHFIELD Regular Meeting March 24, 1975 The Council of the City of Richfield met in regular session in the Council Chambers of the City Ha11 on Monday, March 24, 1975 at 7:00 P.M. Rev. Jerry Tarman, Wooddale Baptist Church, gave the invocation. The meeting was called to order by Mayor Law. Present: Anderson, Ja-cobsen, Ludeman, Luettinger, Law. Absent: None 1. Minutes. Motion by Law, Seconded by Anderson that the following correction be made to the March 10, 1975 city council minutes: Page 4, Section 6, the name Robert Borman, 7601 4th Avenue should be corrected to read: Robert Boman. 2. Hearing Regarding Whether to Revoke Soft Touch Sauna License. City Manager Wayne Burggraaff gave a presentation reviewing the basis for denial of Soft Touch Sauna license. John Dean, representative of city attorney's office, presented the following documents as evidence to the City Council: (a) Report by Ronald G. Holt, Richfield police officer, concerning the arrest of Wayne Stanley String and Cynthia Maureen Doyle on 4-25-74; (b) Report by Sgt. Smith, of the Minneapolis Police Dept., concerning the arrest of 4-25-74 mentioned above; (c) Report by Officer Warn of Minneapolis, involved in arrest of Rebecca Rand for prostitution charge; and (d) Statement by Wayne Stanley String, when arrested for pandering. (C-9608, C-9609, C-9610, and C-9611.) Fred A. Reiter, Attorney from Thompson, Wy1de, Norby and Friedberg, representing Soft Touch Sauna objected to procedure of reports for observation by City Council. A11 ayes - carried. Motion by Luettinger, seconded by Ludeman that a progress report be submitted to the City Council at the end of 30 days. A11 ayes - carried. 4, Second Reading Transitory Ordinance to Provide Funds for Land Acquisition and Construction of Municipal Off-Sale Liquor Store. Bill No. 1975-7, Transitory Ordinance No. 16.30, "An Ordinance Providing for the Expenditure of Money From the Special Revenue Fund for Land Acquisition and Construction of a Municipal Off-Sale Store", was read and reviewed, the same being on file in the office of the City Clerk. (C-9607). Mr. Larry Wozniczka, 6744 Wentworth Avenue South appeared and spoke about interest return from investing proposed appropriation and the loss of property tax on this property, Motion by Anderson, seconded by Jacobsen to close the hearing.
