Aaron Maricuson gave the invocation, The meeting was called to order by Mayor Law, Present; Anderson9 Jacobsen9 Ludeman9 Luettinger9 Law Absents None Motion by Anderson9 seconded by Luettinger9 that the minutes of the February 109 1975 meeting be accepted as presented with the following correctionso Page 4. Resolution No. 5306 be amended as followso RESOLUTION AMENDING RESOLUTION N0. 5124 TO ALLOW PARKING ON THE NORTH SIDE OF 70TH STREET FROM PORTLAND TO NTCOLLET AVENiTE Page 11. Paragraph 2 be amended as followse Councilman Luettinger expressed concern about the wording of the goal under "Land Use" m_ "Prohibit any 'lengthening' of the Lyndale Avenue9 and Nicollet Avenue and 66th Street commercial strips to be within the Central Business District." Page 9. The following sentence be added to paragraph 2: The staff would contact property owners in this area to discuss the proposed street widths. 2, Presentation of Human Rights Commission Citizen of the Year Award, William Siemers9 Chairperson of the Human Rights Commission9 and members of the city council presented the third annual "Citizen of the Year Award" to Mrs, Dorothy Chellsen9 6844 18th Avenue, Ralph Olson9 Human Rights Commission member9 and Dr. Hardy9 of the Richfield ° Public Schools9 were introduced by Mr. Siemers. 3. Presentation of Public Safety Department Commendation Award, Tom Morgan9 public safety director9presented a Certificate of Appreciation to Timothy Gedig9 of Bloomington9 for his assistance to police in a recent robbery. Mr. Morgan introduced his parents who were present at the presentation, -2- February-248 1975 4, Hearing on Application Materials for Community Development Block Grant Program, The city manager reviewed the Housing and Community Development Act of 1974 which contains a requirement that municipalities applying for funds must hold two hearings on the application materials required for a community development block grant, The council held the first public hearing on this project on February 188 1975 and the purpose of this hearing was to allow residents an opportunity to understand the following two documents; 1, Housing Assistance Plan for the City of Richfield 2, Community Development Plan and Program for the Years 1975/77 Lawrence Wozniczkas 6744 Wentworth questiox~edc: if the funds involved were from the federal government or from local funds, Motion by Jacobsens seconded by Andersons that this hearing be closed, A11 ayes a Carried, Motion by Andersons seconded by Ludemans that the following resolution be adopted; that it be spread in the resolution book and that it be made a part of these minutes RESOLUTION N0, 5317 RESOLUTION ADOPTING THE COMMUNITY DEVELOPMENT PLAN AND PROGRAM AND THE HOUSING ASSISTANCE PLAN Poll of votese Ayes - Anderson, Jacobsens Ludemans Luettingers Law. Nayes - None. Carried. This resolution appears as Resolution No. 5323 in Resolution Book No. 36, 5. Tabulation of Bids and Award of Contract Offset Press and Camera Platemaker. The city manager reviewed the bids that were received for the offset duplicator and the camera platemaker9 and indicated the purchase of these items has been included in the approved 1975 budget. It was recommended that the council approve the low bid in the amount of $59350 for the Davidson 600 Press bid by Olson Graphic Products9 inc. and the. low bid for the camera platemaker9 the Itek Mark IV9 bid by Ttek Business Products in the amount of $79848. Motion by Anderson9 seconded by Jacobsen9 that the bid minutes be approved. All ayes.- Carried. Administrative assistant9 Gary Eide9 gave a presentation on the costs and savings for this equipment over a seven year period, Motion by Anderson9 seconded by Jacobsen9 to approve the manager's. recom- mendation of the low bids, Po11 of votes: Ayes - Anderson9 Jacobsen9 Ludeman9 Law. Nayes - Luettinger, Carried. Motion by Ludeman9 seconded by Luettinger9 that the council recommend9 that if feasible, an employee be trained to maintain the equipment rather than entering into a maintenance contract. The staff was requested to prepare a report on the 1974 printing costs and 1975 printing costs and report to the council after December 319 1975. -4- All ayes = Car`rted:. February 24,.1975 6~ Approval of Plans and Specifications and Authorization to Request Bids on -Ornamental Street Lighting Installation, Districts No. 7, 8,•9 and a Part of Dfstrict No.. 12.. Several people from the involved area appeared and asked questions about the proposed lighting installation. Mr, and Mrs.. William B, Johnson;. 7224 Oak Grove Boulevard,,. spoke about having lights. installed in the middle of the block. Lawrence Wozniczka, 6744 Wentworth,. asked who designed the street lightiog program and expressed disapproval of installing mid-block lights in view of the inereasiing energy crisis. Hans Wilhelmsen;. 1524 Fern Drive,, spoke regarding the problem of lighting on 1 stormy nights with excessive rainfall, Public works director, Peter Eberz.,. stated all of these aspects of the proposed project had been covered at :neighborhood meetings. Councilman Anderson spoke about the city sponsoring a community garden program. -5- February 24.9 1975 Camillo DeSantis9 6508 Newton9 appeared and spoke in favor of community, gardens and asked that the staff consider charging a minimal sum to users to cover costs, Robert Gordon, 6937 Nico11et9 appeared in interest, Motion by Anderson9 seconded by Jacobsen9 that the park department and the public works department prepare a staff report on the available land in Richfield and report back to the council at the next meetingo All ayes - Carried, 8. Request for Location of Two Bus Shelters. Mrs, Myrtle Schmidt, 7025 Portland9 asked if either of the two proposed shelters were scheduled for Portland Avenue, Motion by Luettinger9 seconded by Ludeman9 that this item be deferred to the cou~cil~~mee"tang •af a~iarch 24~.":197.x.". The cb'uncil directed the public safety director and the public works director to conduct a traffic safety study in the area of the two proposed sites9 Nicollet Avenue North of 66th Street and Lyndale Avenue South of 66th Street9 to include the area of 73rd and Portland and also study the possi- bility of buses stopping in the middle of the block rather than at intersections. The city manager presented the proposed management pay plan and recommended an appropriation of $318745 to fund the adjustments, It was recommended by the council that Paragraph 2 of the resolution be amended to state that the city manager may grant a second salary increase during the year for approval provided it is brought to the attention of the council/ at least three weeks prior to the time the adjustment is proposed and before discussion with the employee. Councilman Luettinger questioned•'whether~an individual`s public relations was considered by the city manager when salary adjustments were made. The city manager replied that these along with a number of other matters was considered as part of the criteria on performance and that evaluation ,forms used by the city specifically included an item for public relations. -7- February 248 1975 Motion by Ludemang seconded by Luettingerg to direct the staff to make a study of the costs of operating city owned autoaA®biles versus the cost of paying mileage and submit the results to the council at the first meeting in Mayo Poll of votes;
