The Council of the City of Richfield met in regular session in the Council
Chambers of the City Hall on Mondays February 109 1975 at 7100 pom.
Dr, Joseph Simonson gave the invocation.
The meeting was called to order by Mayor Law.

2. Presentations to Public Safety Department and Police Personnel,
Tom Morgan, public safety directors reviewed the history of the armed robbery
of the Country Club Supermarket on December.-199 1974•.
Mayor Law presented a commendation for courageous service provided to the
citizens of Richfield to Police Captain Donald V. Lundquist on behalf of the
public safety department and the community at large. Minneapolis Mayors Albert
J. Hofstedes presented a similar citation to Minneapolis Police Lieutenant Patrick
T. Hartigan.
Mayor Law presented a Proclamation and Resolution Commending the Police
Division and the Public Safety Department to Tom Morgan and Captain Lundquist,

8e Review of Parking Restriction Resolutions for 70th Street from Portland Avenue
to Lyndale Avenues 67th Street between Portland and Nicollet Avenue,, First Avenue
between 65th and 67th Street,
Peter Eberzs public works directors reviewed the discussions that were held
relating to street widths and related parking restrictions9 that were necessary to
meet the designed criteria established by the Minnesota State Highway Department

in order-to receive state gasoline tax money for constructing the-1974 street
paving program. At that time Resolution 5128 ordering 67th Street from Portland
to Nicollet, First Avenue from 65th to 67th to be constructed 36 feet wide with
parking banned on one side and Resolution 5124 ordering 70th Street to be ton®
strutted 36 feet wide from Portland to Lyndale with parking banned on both sides
of the street, were passed, On February 69 1975, the staff held a meeting with
the effected.-residents and reviewed the above restrictions,

5124 ,to allow parking.on the north side of 70th Street from Portland _to Nicollet
Avenues.

The caretaker of the apartment at 6329 Pleasant Avenue suggested one way
traffic north from 65th Street to 63rd Street with no parking on the east side of
East Pleasant and in front of the driveways on the west side of East Pleasant, and
a partial parking ban (No Parking 8:00 a.m. to 4:00 p.m.) in the other areas on
the west side of East Pleasant,
Joe Milestone, owner of apartments at 6321 and 6329 Pleasant also voiced his
approval of the above parking restrictions,
Tracy Goodland, 6321 Pleasant, asked about enforcement of the restrictions
and stated he was in favor of them,
Motion by Anderson, seconded by Ludeman, that the "No.Parcking 8:00 a.m. to
4:00 p.m," be from October to May, and that the following resolution in accordance
with the residents wishes be adopted; that it be spread in the resolution book

Peter Eberz, public works director, reviewed the progress that has been. made
to City Project No. 667, Districts 7 and 9 and reported. on the outcome of various
neighborhood meetings.
Oak Grove Boulevard
Robert Snyder, 7121 Oak Grove Boulevard, spoke in favor of a narrower street
in an effort to preserve the trees and presented a petition to that effect. (C®9601)
Carolyn Marquardt, 7101 Oak Grove Boulevard9 appeared in favor of saving as
many trees as possible,
Ralph Bruins, 7210 Dupont, presented a petition in regard to the portion of
Dupont Avenue between.73rd Street and ending at the Wood Lake Nature Center, rem
questing that. the street remain at its present width, (Cm9602)
Robert Nelson, 7040 Oak Grove Boulevard, felt the tree loss estimate was too
low.
Motion by Luettinger, seconded by Ludeman, to accept both petitions.
All ayes Carried.
Peter McKenna, 7005 Oak Grove Boulevard, spoke in favor of saving the trees
and asked that the residents be guaranteed the opportunity of dissuasion with the
staff before final determination is made,

Gerry Brokers 6309 Blaisde119 spoke about the courtesy of drivers on
narrow streets,
Motion by Ludemans seconded by Andersons to set the width of Oak Grove
Boulevard at 32 feet for bid purposes and that the engineering department work
with the neighbors before actual construction to preserve the trees,

West Pleasant Avenue
The widths of West Pleasant Avenue were discussed,
Councilman Anderson reported he had received a petition on the 7200 block of
Pleasant (C-9603) requesting a street wide enough for parkings but still retain

Robert P. Olson.s 7240 Pleasants stated he preferred a one way street with
parking. ~ .
Donald Smiths 6926 Pleasant9 appeared in interest.
Motion by Anderson, seconded by Jacobsens that on West Pleasant Avenues north
of 70th Street to 66th Street be constructed at a width. of 18 feet and parking banned
on both sides of the streets and West Pleasant Avenue south of 72nd Street be con-
structed at 24 feet and parking banned on one side of the streets but allow two
way traffic.

Motion by Andersons seconded by Jacobsens to approve a 36 foot width for 70th
