Richard T~x•iera city planners presented the staff review of the request f®r a
special use permit to construct a ]-onut House and the staff"s rec®endation for denial
because it does not conform to all of the criteria for granting a special use permit
ioea~ it will create a traffic hazards and does not conform to the comprehensive piano
He also reported on the planning commissioa~'s recommendati~sn to defer this item until
the.first council meeting in June,

l~tchard Evans, 155 West 96th Street, Bloomington, representing Winchell's
Donut House, presented the applicant's position.
Dr. Joseph. Keenan, a teacher, represented Mrs. Donovan, the owner. Dr. Keenan
stated Mrs. Donovan.is desirous of marketing this property and reported this. is a
hardship case due to the owner's health.
Donald Lynch, 6617 Lakeshore Drive, inquired about the public alley use and
the hours of business.
Ellsworth Casperson, 6633 Lakeshore Drive, inquired about the environmental
effects, such as odors and lighting.
Motion by Luettinger, seconded by Ludeman, to defer this item to the first
meeting in June, June 9, 1975.

3. Amendment to Chapter V, Part II, Section 5.19 of the Ordinance Code
Relating to Bingo.
The city manager reviewed the proposed bingo ordinance change.
City attorney, Clayton LeFevere, read the following proposed change to the
second sentence of the ordinance amendments
"No member shall receive compensation of any kind for his services in
conducting the game in excess of the compensation provided by state
law."
George Kenealey, 206 Northwest Financial Center, attorney representing the
3ingo Association, appeared and spoke in favor of this ordinance amendment.
Don Lawrence,.7327 Wentworth Avenue South, representing the American Legion
and Babcock VFW Bingo Associations, also spoke in favor of the proposal.
Motion by Jacobsen, seconded by Ludeman, that this hearing be closed.

Harvey Feldman, park and recreation director, reviewed the neighborhood meeting
of January 21, and the discussions of the problems relating. to the pedestrian and
vehicular access on Clintone Fourth and Fifth Avenuesa `I't~.e staff suggested=}-alternate
five of Council Letter-Noo 21 as the best solutions (listed below)
Vacation of Clinton, Fourth and Fifth Avenues for private driveways
or green spaces at the property owners preferenceo In addition, the
city would retain pathway easements to the park at Clinton, Fourth
and Fifth Avenues as well as the utility easement at Clintono 'T'his
alternative also included installation of pedestrian caution signs

Councilman Jacobsen stated that if the city goes this way, both sides should
be turned over in excellent conditiono
