The Council of the City of Richfield met i~a regular session in the Council
Chambers of the City Hall on Mondalr, January 13,.1975 at 7000 p.m.
Councilman. Ludeman gave the invocation.
The meeting was called to-order by Mayor Law,
Presenta Anderson, Jacobsen, Ludeman,. Luettinger, Law.
Absent: None
1. Council and HRA Oath of Office for Ivan Ludeman.
The city clerk administered the oath of office to Ivan Ludeman, who is
serving his first term of office on the council. The oath of office was also ad~
ministered to Vern Luettinger, who is beginning his fifth term of office as
councilman,
Mayor Law appointed Councilman Ludeman to fill the unexpired HRA term of
office of former councilman George Kenealey.
Motion by Anderson, seconded by Jacobsen, to confirm the mayor's appointment
of Councilman Ludeman as HRA commissioner to fill Mr. Kenealey's term.
All ayes Carried.
The city clerk administered the oath of office to Ivan Ludeman as commissioner
of the HRA of Richfield,
2, Minutes.
Motion by Jacobsen, seconded by Anderson, that the minutes of the December
23, 1974 meeting be acc.epted~ but with the following correction inserted on page

reading of Bill No. 1975-3, that it be published in the official newspaper, and
that the second reading of this ordinance amendment be scheduled for the council
meeting of January 27, 1975.

6. Ordinance Amendment to Provide for Compensating Individuals Engaged. in
Conducting Bingo Games.
Bill No. 1975-4, "An Amendment to Chapter V, Part II, Section 5.19 of the
Ordinance Code of thF City of Richfield, Minnesota", allowing maximum compensation
for employees working.on Bingo games, was read and reviewed, the s~~rie being on file
in the office of the city clerk. (C-9597)
George Kenealey, representing the Bingo Operat3rs Association, spoke in favor
Motion by Anderson, seconded by Jacobsen, to deny first
of this ordinance amendment. reading. Both the motion and the second were withdrawn.
Motion by Jacobsen, seconded by Luettinger, that this item be deferred to
the next council meeting of January 27, 1975.

7. Designation of ,Official Newspaper.
Dick Norlander, 300 West 96th Street, Bloomington, appeared in interest.
Tom Snow, 7113 2nd Avenue, spoke of the need to publish in the Minneapolis
Star newspaper.
Motion by Jacobsen, seconded by Luettinger, that the Richfield Sun Newspaper
be designated the city's official newspaper.
All ayes - Carried.
It was reported that the Sun Newspaper was in~.erested in Conducting a public

Richfield Sun to hold a public forum for the purpose of discussing newspaper
coverage of events in the city of Richfielda

Councilman Luettinger stated he felt the community was not being informed on
what was going.on in the council chambers and that he has heard of many people
that are unhappy with the coverage given by the Richfield Sun, He particularly
would.. like to see the newspaper report on the reasons a councilman voted the way
he did. Councilman Luettinger asked the Sun to adequately publicize the date
Councilman Ludeman also stated the newspaper should

8. Problem with Fire Relief Assoc:~ation Pension Benefits and Incur. on Duty Leave,
The amity sianager reviewed the background of this case involving the Richfield
Fire Department Relief Association. indicating that the position of the city staff
was to oppose duplicate payments,
John Deana representing the city attorney, spoke on what would be involved
in a court declaration,
Carl Olson, 6314 18 Avenue South, reported that the Federal ~sovernment does
not allow duplicate payments for injury on duty leave and pension benefits,
George Kenealey, attorney for the Richfield Fire Relief Association, again
requested the Attorney Gen+eral's opinion on Article XV of the Richfield Fire

as stated in Council Letter No. 12.
1, Accept the bid of Cutler-Magner Company for Quick Lime and approve
the contract with this firm for a cost of $36,50/ton subject to
verifiable cost increases. (1974 - $30.05)
2. Reject the .bids of the American Cyanamid Company and the Hawkins
Chemical, Inc, for the supplying. of Liquid Aluminum Sulfate and
approve a purchase order with the American Cyanamid Company for
a cost of 0..0311~/lb. (1974 - .026425G/lb.) with a total cost not_
to emceed $4,000, during the first quarter of 1975.
3. Approve the bid meeting specifications for the Hawkins Chemical,

Councilman Luettinger stated he voted "not1 because he felt the council should
have all city bargaining unit negotiations before it prior to passing on an individual
contract.
Mayor Law went on record stating the council set guidelines on n~gptiations
for next year before the negotiators settle.
17. Planning Commission Recommendations Concerning Development Framework Under
Consideration by the Metropolitan Council.
Gertrude Ulrich presented the planning commission's recommendations and comments
on the Development Framework policies of the Metropolitan Council.
Motion by Anderson, secoinded by Ludeman, that the council concurs with the
planning commission°s recommendation except for the following statement in page 2
of DISCUSSION STATEMENT which was asked to be dele~~:d,

"Another type of tool which should be used is the certificate of need
for the construction of new school facilities. It is our opinion, with
the equal school tax law the older communities such as Bloomington and
Richfield are in fact providing funds for expanded facilities in Burns-
vi11e, Apple Valley and other fringer area communities. There is a need
for the use of the school facilities on a cooperative basis."
