All ayes - Carried. 4. Continued Hearing on Special Use Permit, 6300 Lyndale Avenue Mr. Ray Larson, 1776 South 8th Street, Fargo, North Dakota, applicant for the special use permit, appeared and answered questions, Motion by Anderson, seconded by Jacobsen, that the hearing be closed, Motion by Luettinger, seconded by Anderson, to grant the special use permit with the following stipulationst 1. Proper screening is provided on the west and south property line. 2. The west curb cut on 63rd Street and the north curb cut on Lyndale Avenue are closed. 3. Landscaping is provided. 4. `1"he city codes relative to safety are followed, All ayes - Carried. 5. Report from Park and Recreation Advisory Commission Proposed Use of Former Library Building. Harvey Feldman, park and recreation director, reviewed the Park and Recreation Advisory Commission report on the use of the former library building. (Council Letter ~~324) C. J. Witte, 6434 James, spoke in favor of the report and emphasized the needs of senior citizens, J. Simonsin, 6333 Vincent, representing AARP and Senior Citizens and Handicapped Advisory Commission, presented a resolution endorsing the report. Motion by Anderson, seconded by Jacobsen, to accept this report with thanks. All ayes - Carried. 6. Staff Report on Usage of 01d Library Building for Public Safety Purposes, ~Sm ~'ovember ~ ~~ 19 e ~. Peter Rberz, public works director, reviewed the publ~,c safe•t;~~ purpe~ses alternatives for the library building ,(Council Letter ~~3~6~ Gouncil~aan :Kenealey presented a. 1e*•ter ~~--,9591 advocating converting the >b~.i~:ding to afire station on the m~.in floor and using t~~e lower level for a senior citizens community room.. He also showed sketches of the proposed re~ modeling. C. J, Witte v. commented on the congested area around t~!e librar•,y building now and stated he felt a fire station d.t Augsburg Park wouY.d be ob,~ectionable. Mrs. C.. J. Witte`~:~pl in opposition t® a fire stati®n on t~~e park, Clarence Christiana 1100 ~. G6th. Streets spoke against a f•.~re station ~.n the area. Motion by Anderson seconded by Jacobsen to approve the recommendation of the Park and Recreation Advisox°y Commission contained in Council Letter ~~32~. .and to request the city manager to submit a tentative a~r..eemen•t for architectual services for the changed required in the building. Carr, President of Handi-Vans, Inc., appeared and requested the city amend the taxicab regulatory ordinance to increase the number of licenses allowed from the current maximum of 50 to a new maximum of S~Z~o Motion by Jacobsen, seconded by Kenealey, that the hearing be closed. Bi11 No. 1974-27, "An Ordinance Amending Subdivision 12 of Section 6.20 of the City Ordinance Code, Relating to the Number of Licensed Taxicabs", was read and reviewed, the same being. on file in the office of the city clerk. (C-9592) Motion by Jacobsen, seconded by Kenealey, that this constitute the first reading of Bill No. 1974-27, that it be published in the official newspaper, and that the second reading of this ordinance amendment be scheduled for the coup dl meeting of December 9, 1974. Extra Ttem - Sign for Ice Arena, Mr. Barggraaff reported on the city council's request for information on the sign for the ice arena-swimming pool area and stated the proposed illumi- Hated sign contained approximately 90 square feet with approximately a 75 foot set bade from the street. The city manager stated that this proposed sign, previously approved by the city council, could be constructed at this location with authority granted by Section 3..36, subd. 1, paragraph 4 of the ordinance code.
