The Council of the City of Richfield met in special session in the Council
Chambers of the City Hall on Friday, October 18, 1974 at 9000 p.m. to act on the
remaining agenda items not covered during the council meeting. of October 159 1974,
Councilman Jacobsen gdve the invocation.

1. Minutes.
Motion by Jacobsen, seconded by Anderson, that the minutes of the October 8g
1974 special council meeting be approved as presented.

Abstained m Renealey.
Councilman Kenealey stated he abstained because he had not had time to read
the October 89 1974 minutes.(See corrections noted in October 28 minutes.)
Councilman I~enealey made a request to submit in writing his reasons for
voting "no" on the special use permit for Wooddale Baptist Cha~rch heard at the
last council meeting of October 159 1974. Inasmuch as the October 159 1974
meeting minutes were not before the city council9 no action was ta~een.
2. Amendment to Chapter V9 Part TI9 Section 5.25 of the Ordinance Code of
the Cit of 1~.ichfield Relating to Saa~nas and Massage Parlors,
Bill No. 1974 179 "An Amendment to Ghap~ter V, Part II9 Section 5.25 of the
Ordinance Code of the City of Richfiel~'9 Mi.~r~esota", was read, the same being on
file in the office of the city clergy. (C~~9574)
Motion by Jacobsen9 seconded by Luettinger9 that this constitute a first
reading of Bill No. 1.974~17~ that it.b.e published in the official newspap.er9 and
that the second read3.ng of this ordinance amendment be scheduleilfor November 12, 1974.
