CONTINUED BUDGET HEARING
October 8, 1974
The Council of the City of Richfield met in special session in the Council Chambers
of the City Ha11 on Tuesday& October 8, 1874, to continue the hearing on the reviewal
of the proposed 1975 budget.
The meeting was called to order by Mayor Law,
Presente Anderson, Jacobsen, Kenealey, Luettinger, Law
Absent; None
The city manager reviewed the public safety division of the budget.
Public safety director, Thomas Morgan, provided further detail regarding the
public safety administration, police, fire and civil defense portion of the proposed
budget,
Mr, Iverson, fi~`eman, spoke against reducing the size of the fire fighting force,
Mr. Gordon M+~Kinnon, 7308 Upton,. inquired about the firemen's training for first
aido
Motion by Jacobsen, seconded by Anderson, to approve the fire division budget as
proposed with the option of coming back for two more fire personnel if needed.
Poll of votes; Ayes - Anderson, Jacobsen, Luettinger, Law. Nayes - Kenealey. Carried,
Motion by Kenealey, seconded by Jacobsen, to approve animal control budget as
proposed by the staff.

Motion 'by Anderson, seconded by Jacobsen, to approve the civil defense budget
as proposed by the staff.
All ayes - Carried,
The-city manager reviewed the public works department services.
Peter Eberz, public works director, answered questions on the public works
department whicta includes engineering, streets, street lighting,. inspection and
general government buildings.
Motion by Jacobsen, seconded by Luettinger, to approve the public works budget.

Motion by Anderson, seconded by Jacobsen, to approve the health department budget,
A11 ayes - Carried,
Harvey Feldman, park and recreation director, reviewed the functions of the park
and recreation department,
Leo E. Poehling, 7445 14th, spoke against cutting the park maintenance overtime,
Motion by Jacobsen, seconded by Luettinger, to increase Account No, 4751m1030,
park maintenance overtime-regular employees, $1,000 to a total of $5,000,
A11 ayes - Carried,
Stan Christiansen, chairman of the Park and Recreation Commission, reported on
their review of the proposed budget for the nature center and of the commission's
unanimous recommendation for approval,
Motion by Jacobsen, seconded by Anderson, to approve the Park and Recreation
budget as amended,
A11 ayes - Carried.
Mrs, Betty Guttmann, 6825 Morgan, president of the League of Women Voters, read
a resolution request~g a 1/3 mill funding for HRA.
Motion by Anderson, seconded by Jacobsen, to authorize the administration to
advise the county auditor of the city's intent to levy 1/3 mill for HRA,

Motion by Anderson, seconded by Jacobsen, to adopt the unallocated budget as
proposed.

Motion by Luettinger to adjourn until tomorrow. Motion fail®d for lack of a
second,
I.t was decided to take individual action on the departments reviewed at the
previous budget hearing meeting,

the mayor and council.
All ayes - Carried,
Motion by Jacobsen, seconded by Anderson, to approve the proposed budget for
the city manager's department.
All ayes - Carried,
Motion by Jacobsen, seconded by Anderson, to approve the proposed budget for
the legal department.

Motion by Jacobsen, seconded by Kenealey, to approve the proposed budget for the
finance department.

The budget for the planning department was reviewed by Richard Krier, city
planning director.
Motion by Luettinger9 seconded by Jacobsen, to deduct $12,000 from the proposed
property taxes because these revenues could be obtained from the HRA for services
rendered by the planning departmento

is at least X31,000 more that should be cut from the tax levy.
