CITY OF RICHFIELD REGULAR MEETING September 23, 1974 The Council of the City of Richfield met in regular session in the Council Chambers of the City Hall on Monday, September 23, 1974 at 7:00 p.m. Rev. Charles T. Jones, a member of the Senior Citizens Commission, gave the invocation, The meeting was called to order by Mayor Pro tem George Kenealey. Present: Anderson, J~.cgbsen,~Kenealey, Luettinger Absent: Law 1. Minutes. Motion by Anderson, seconded by Luettinger, that the minutes of the September 9, 1974 meeting be approved as presented. A11 ayes - Carried. Absent - Law. 2. Presentation by Kermit Mahan, l~xecutive Director of the Austin, Minnesota Housing and Redevelopment Authority. At the request of the city council, Mr. Kermit Mahan was invited to speak at the council meeting. His visual aid presentation on~the function of a°`Housing and Redevelopment Authority in the Austin area lasted approximately 45 minutes. During Mr. Mahan's presentation, Mayor Law arrived and presided over the rest of the meeting. 3. Continuation of Hearing Regarding the Establishment of a Housing and Redevelopment Authority in the City of Richfield. The mayor called for the continuation of the hearing on the need to establish an HRA in the city of Richfield. The City Manager and City Planner made presentations and reviewed what had transpired to date at the previous hearing. Simon Frank, 631 E. 77th`Street, spoke on his need to have an HRA in Richfield. He indicated that he was presently disabled and that his wife was also. _2_ September 23a 1974 Bob Cornelln president of the Chamber of Commerce, presented a resolution (Cm9565) from the Chamber of Commerce9 such resolution endorsing the need for establishing an HRA in Richfieldo Mrs, H, A, Kmetz~ 438 2nd Street NoEe, indicated. that she was a planning commissioner for .the city of Minneapolis and spoke in general against the establishment of an HRAa Rev, Charles Jones9 7007 Oliver, spoke in behalf of senior citizens' needs that he witnessed in his daily work axed demonstrated there was a need for an HRA.< Joseph Simonson 6333 Vincent9 a member of the senior citizens commission9 reported that many agencies had made surveys and all had come to the conclusion that there is a need for an HRA in Richfieldo R, J, Bingen, pastor of House of Prayer Lutheran Church spoke about Rich-field providing concrete steps to help the senior citizens and in favor of an HRAe Ivan Ludeman9 6338--11th Avenue9-planning commission member, indicated that he was a future senior citizen and that in his involvement, with the city9 he has met many persons who expressed the need for housing assistance, Harry McLenighan9 7033 4th Avenues spoke about two concerns the need for .an HRA and how it is to run, He spoke in favor of establishing an H.RA and recommended that the council should run ita Motion by Jacobsen seconded by Luettinger, to close the hearing, Mayor Law went on record statinga that if an HRA is establisheda his recomm mendation is that the present council be appointed and that future councils be on it. Request for Special Use Permit for Establishment of Arthur Treacher Restaurant, 6401 Nicollet Avenue, and a Variance to the Zoning Ordinance. Dick Krier, City Planner, presented the planning commission's review of the application and the results of discussions with the applicant and nearby residents, The staff recommended that the special use permit be granted, William Stewart, 6400 York, applicant, appeared, Mr, Emptage and Mr, Nelson, of Arthur Treacher's, also appeared and spoke about the application. of filters to alleviate the odors, Tom Davis, 6344 Stevens, submitted a petition and spoke in opposition (Cm9$63). Mary Jean Gillham, 6345 1st Avenue, questioned traffic problems and the possi- bility of unpleasant odors resulting from the restaurant. Frank Riley, 6915 Portland, asked about variances, Donna Anderson, 6333 1st Avenue, was concerned about parking accommodations, John Daniels, 6414 1st Avenue, asked about landscaping.
