Dro Felton Jenkins 6221 Morgan Avenue9 spoke favorably regarding the effect of the new rates on senior citizens, Don Houlding9 7145 13th Avenue9 spoke in favor of a penalty for nonmpayment of bills, Motion by Jacobsen9 seconded by Luettinger9 that the ordinance be amended by deleting the following in Section 8.219, Subdivision 4; "a charge of $25.00 shall be made for"9 non®payment of water bill. Motion by Jacobsen9 seconded by Luettinger9 that this constitute a second reading of Bill No, 1974m11; that it be published in the official newspaper9 and that it be made a part of these minutes. T'he mayor announced that a number of persons were present to discuss a request for a "Stop Sign" on 64th and Vincent9. even though this item was not on the agenda9 for consideration. It was agreed that the council would take their testimony at this time and consider it~wheri it is brdught before the council on its regular agenda. T`he following persons"appeared; Joseph Simonson9 6333 Vincent9 spoke in favor of the request for a "Stop Sign" and indicated that there was speeding. on 64th streeto Sue Wagner9 6344 Vincent9 stated both 64th street and Vincent are traffic hazards, She would prefer a fourmway stop sign or a "Stop Sign" on Vincent at 64th street. Wo D, Kimber9 6327 Vincent9 reported that he had sma11 children and the traffic could very easily miss seeiixg them. He was in favor of a four~way stop sign, m3® August 26, 1974 Mrse Donna Peterson, 6324 Russell, spoke in favor of the proposal and indicated that there was a "Stop Sign" at 64th and Russell; Stanley Olson, 6420 Vincent, spoke in favor of"Stop Signs" and indicated that pedestrian traffic to the school warranted a "Stop" on 64th streeto No action was taken at this time but it would be considered when the petition appears on the council agendas 6e Ordinances Regulating the Practice of Massage and Massage Parlors, Bill Noo 1974m12, "An Amendment of Chapter Vfl Part II of the Ordinance Code of the City of Richfield, Minnesota"9 was read and reviewed9 the same being on file in the office of the city clerko (C=9542), Don Houlding, 7145 m 13th Avenue, inquired as to whether this would be an annual physical, Motion by Jacobsen, seconded by Luettinger, to amend. Bruins X210 Dupont reported on the Central Business co~aittee°s input to the process and spoke in favor of approving the contract with the consultant, Bob Cornella president of the Richfield C',hamber of Commerce, spoke in favor of the project and encouraged the council to act favorably on the proposed consultant, Gertrude Ulricb.~ X601 Aldrich a member of the planning commissionfl felt a decision should be made on the consultant proposal and e~epressed concern that a delay would take too much time at a future council=planning commission meeting where there were other important issues to discuss also, ~-re Pel.ton Jenkinsa 6221 Morgan Aven•~ae~ indicated that he was a member of ~b.e Professional engineers Association and spoke in favor of the staff°s reca~mmendation, Motion by Luettinger, seconded by Jacobsen that they defer consideration of this matter until after the joint work session with the Planning Commission of September 10~ and that it would be on the regular meeting agenda of September 2~~ 194., ®5~0 August 26, 1974 Councilman Luettinger repeated that he was in support of the study and whatever it can achieve, All ayes - Carriedo Absent m Anderson, Kenealey. 8. Report on the Establishment of a Housing and Redevelopment Authority.. Dick Krier, City Planner, reviewed the staff report on the establishment of a Housing and Redevelopment Authority. A general discussion was held and the following persons appeared in interesto Dr, Felton Jenkins, 6221 Morgan. Avenue, reported senior citizen-commission's determination that there is a need for a Housing and Redevelopment Authority. Don Houlding, 7145 13th Avenue, asked questions about the actual numbers needed in housing. Motion by Jacobsen, seconded by Luettinger, to accept the staff report and ca11 for a hearing on the need to establish a Housing and Redevelopment Authority at the regular council meeting of September 9, 1974.
