SPECIAL MEETING
August 20, 1974
The Council of the City of Richfield met in special session in the Council
Chambers of the City Hall on Tuesday, August 20, 1974, at 7x00 p.m.
Invocation was led by Mayor Law and those present joined him in the Lord's Prayer.
The meeting was called to order by Mayor Law.
Presents Anderson, Luettinger and Law
Absento Jacobsen (Away on business.), Kenealey (Absence due to illness,)
1. Hearing on Assessment Rolls for 1973 Sidewalk Construction.
The City Manager reviewed the costs of City Project 650 Sidewalk Construction, the
assessment policy on sidewalks and the proposed assessment roll.
Clarence Christian, 1100 East 66th Street, owner of Plat 45315, Parcel 110, asked

whether there were two separate assessments in this area, one for sidewalks and another
one for permanent streets.
Don Houlding, 7145 m 13th Avenue, inquired as to how the 50% unassessed cost is
funded.
C. P. Holta 6321 12th Avenue, asked if any sidewalks in the city were constructed
free of cost to the property owner.
Kenneth Lambeth, 7028 Columbus, inquired as to whether the present sidewalk
policy will be the same in the future.
Motion by Anderson, seconded by Luettinger, to close the hearingo.

Motion by Anderson, seconded by Luettinger, to adopt the following resolutions

Projects No. 615 and No. 650,
The City Manager reviewed the history of City Projects 615 and 650 and explained
the established policies for assessing permanent streets and lights,
Approximately 100 property owners were present to .inquire about the procedures
and policies and the methods used in determining the individual assessmentse or to
express satisfaction or dissatisfaction with elements of the project as they related
to their property.

John Erickson9 6500 - 22nd Avenue9 reported that he lost 5 trees and none
were replaced.
R. L. Longley, 7027 - 14th Avenue9 deported that he had personally paid the
foreman of the contracting firm for the extras on his driveway and that he
should not be assessed for that extra work.

Robert Selby, 7004 - 18th Avenue, stated he has an irregular shaped lot
and requested individual consideration of his assessment,
Tom Slater, 6428 - 23rd Avenue, reported he has 2 lots on a dead end street
and the street curb only went 10 feet into his second lot but he was assessed
for the full front footage, He also reported that the barriers on the end
of the street need to be repaired.
A. C. Mahlberg, 6417 - Standish, stated he was assessed for 4 lots and the
street does not go by 3 of them.
Mrs. D. Theel, 7000 - 18th Avenue, stated she has an irregular shaped lot,
Bob Debettignies, 6505 - 19th Avenue, reported the need for a "Stop Sign",
also stated the bus consistently runs over the curb.
Robert Jackson, 7301 - 11th Avenue,. inquired about tree replacement.
Doug Boller, 7333 Chicago, requested reimbursement by the city for his
personal expenses in repairing his driveway.
Murry Blair, 6524 - 16th Avenue, reported on snow plowing problems on 16th
Avenue because of parking by school teachers,
The City Manager reported a letter from Mrs, M. Fashant, 6521- Bloomington (C-9539)
to go on record as opposed to the assessment because she is a senior citizen aYd does not
drive.
Motion by Anderson, seconded by Law, to close the hearing.
All ayes - Carried. Absent m Jacobsen, Kenealey.
Motion by Law, seconded by Luettinger, that the staff be required to follow up on
all citizens complaints.
All ayes - Carried. Absent - Jacobsen, Kenealey,
Motion by Anderson, seconded by Luettinger, to instruct the administration to have
the consulting engineer inspect all properties for sod and make a repott on it, and
that sod be replaced where not properly laid.
All ayes - Carried. Absent - Jacobsen, Kenealey,
Motion by Luettinger, seconded by Anderson, to receive the petition submitted
by Mrs, Clay.
All ayes - Carried. Absent - Jacobsen, Kenealey.

Motion by Anderson, seconded by Law, to adopt the following resolution, except for
those cases brought up at this hearing, including the petitioners, such items will be
given final consideration at the first council meeting in September9 also with the
understanding that any similar problems discovered in the meantime, will be resolved
at that meeting.
