08-19-1974 SpecialCITY OF RICHFIELD SPECIAL MEETING August 19, 1974 The Council of the City of Richfield met in special session in the Council Chambers of the City Hall on Monday, August 19, 1974, at 7000 p.m. Invocation was led by Mayor Law and those present joined him in the Lord's Prayer. The meeting was called to order by Mayor Law. Present: Anderson, Jacobsen, Luettinger and Law Absento Kenealey (Absence due to illness.) 1. Hearing on Proposed Permanent Street Construction and Ornamental Street Lighting Scheduled for 1975. The City Manager reviewed the proposed 1975 Permanent Street and Light Improvement project. The Public Works Director and staff presented a slide presentation covering the Permanent Street Improvement program. The following petsons appearedo Harvey Chapman, 7101 Oliver, asked about the City of Bloomington's deposit for street purposes on Oliver and Logan avenues. John Simacek, 7538 Logan, requested that the council decide their policy on the use of the Bloomington deposits. Motion by Luettinger, seconded by Jacobsen, that the Bloomington escrow deposits for street surfaces on Oliver Avenue be credited to each property owner's assessment at a $1,67 per front foot and that the deposit for Logan Avenue be credited to abutting property at $2.84 per front foot. Councilman Andersbn-abstained.from voting because he lives on Logan Avenue. Mrs. F. J, Hoy, 732$ Oliver Avenue, asked about Bloomington's responsibility for maintaining their water lines. Dick Lundquist, 7228 Pleasant9 asked about permanent alleys, Rut. Glover9 7111 Harriet9 indicated that if the city wasn't going to construct permanent alleys, she would like to see her alley patched. Paul Thompson, 6945 Harriet9 asked about the width of 70th street. Jane Myre9 7033 0liver9 appeared, Norbert Lees, 6932 0liver9 asked for clarification to the effect that the Bloomington deposits credited to abutting properties was in addition to the subsidy from state aid funds. Steve Meyer9 7128 Lyndale9 asked about the width of Lyndale Avenue. Don Williams, 6944 Grand9 expressed concern about the possibility of rechanging the width of 70th street from Lyndale to Harriet. Herbert Berzelius, 7532 Logan, asked about his concrete driveway. Earl Grau, 2009 W. Forrest Drive9 asked about the policy of charging 8% interest. Don Hollinger, 68th Street9 asked about lights on side streets. Z`he father who recently purchased a house for his daughter near 74th and Aldrich talked about the energy crisis. L. L. Lunas, 7508 Bryant9 spoke in opposition to the project. Pat Ritter9 6901 Harriet9 asked if the council would give consideration to in- chiding her area in the 1975 construction. Oscar Englund, 7138 Harriet9 spoke in favor of the project. W. T. Johnson9 7504 Aldrich9 asked questions about the type of light stand~.rds. Norbert A. Adelmann9 6645 Third Avenue, inquired about who pays the cost of driveways. Special petition was signed by 63 of 120 property owners effected by the proposal. Motion by Jacobsen9 seconded by Andersons that the council authorize the engi- veering consultant to prepare a preliminary report for permanent street paving and street lighting on the petitioned area. A11 ayes - Carried. Absent - Kenealey. Pat Ritter, 6901 Harriet, asked about changes in signs and parking in this area. Councilman Luettinge:°reported that he had received a call from Mrs. Brouelette, who lives in the area, and was in favor of this project but was unable to be present at the meeting to voice this opinion. 3. Hearing Regard Revocation of Soft Touch Sauna License. Mr. Burggraaff reported on his suspension of the license for Soft Touch Saunas Inc., 6521 Cedar Avenue South9 on July 17, 1974. Doug Thompson, attorney for the applicant, responded to the various charges presented by the city manager. Clayton LeFevere, city attorney, pointed out that the applicant, Rebecca Rand, was not present but that the police officials involved in the case were present far whatever testimony might be required. John Dean, assistant city attorney, reported on the city's policy regarding the posting requirements of masseuses licenses. He also handed out conviction records of Rebecca Randa Cynthia Doyle and Wayno String. (C®9537).
