Aaron Markuson9 Bethany Covenant Church9 gave the invocation, The meeting was called to order by Mayor Law, Presents Anderson, Jacobsen9 Luettinger and Law, Absents Kenealey (Arrived at 7e30 P.M.- '1'kze minutes of the June 24th. meeting and the second reading of the "Home Occupation" Ordinance was deferred at Councilman ~Zenealey's request until hip arrival. 1, final Plat Ap~sroval9 Goodyear Tire and Rubber Company, 3015=17 W. 66th Street. Motion by Anderson9 seconded by Jacobsen, that this item be deferred to the council meeting of July 22, 19749 as requested by the applicant. A11 ayes _ Carried, 2. Hearing Regarding Whether to Revoke or Suspend Southwest Cab Company Licenses. 'fie City Manager reviewed background information of an investigation conducted by the city regarding pandering activities of various employees of the Southwest Cab Company, 7130 m Councilman TZenealey arrived during Mr. Burggraaff°s commentary. The City Attorney reported on the conviction of two persons, who were arrested during the investigation. He pointed out that a court reporter was present at the request of the Southwest Cab Cpmpany. John 3~ean9 Assistant City Att©rney9 reported on the convictions and status of various tickets issued, Philip Bloedel9 Attorney for Southwest Cab Company9 submitted several letters (Cm9536~ which he indicated attested to the good character of the firm and the ser~ vice provided, - 2 - July 8, 1974 James Issaacson, President and General Manager of-the Southwest ~Cah Company, 1751 Pleasant St., St. Paul, spoke regarding their operations in the Metropolitan area, their equipment, and the satisfactory reports from citizens who have used this cab company service, Motion by Anderson, seconded by Luettinger, that the council support the city managerps recommendation, and close the hearing and revoke the licenses for the Southwest Cab Company. Po11 of votes: Ayes - Anderson and Luettinger, Nayes - Jaccbs~n, Kenealey and Law. Absent - None„ Motion failed, George Holter, 6424 Emerson Avenue So., spoke in behalf of a cab driver employee of the Southwest Cab Company, who had a good reputation, and cautioned against not allowing more than one cab company to operate in Richfield, Don Buck, 6748 Grand Avenue, a cab driver for Southwest Cab Company, spoke about the arrested driver, whc was driving his cab, Motion by Renealey, seconded by Jacobsen, that the hearing be closed and that the licenses be suspended until the first meeting in August and-that licenses will then be given reconsideration, and that the Southwest Cab Company submit to the City Manager in writing, a report specifying their management practices and contxol pro cedures, and that the city manager and city clerk be directed not to issue the licenses during the suspension period, ~ _ Poll of votes: Ayes - Jacobsen, Kenealey and Law> Nayes - Anderson and Luettinger. Absent - None. Carried. Councilmen Anderson and Luettinger stated they. voted."no" because they favored revocation or at the very least a longer suspension. 3.' Amendment to Ordinance Regulating Home Occupations, Bi11 No. 1974-10, "An Ordinance Relating to Zoning: Regulating Home Occupation; Adding a new subdivision to the Richfield Code of Ordinances", was read.
