The Council of the City of Richfield met in regular session in the Council
Chambers of the City Ha11 on Monday9 April 22, 1974, at 7x00 P. M.
Reve J. Ho Longleya Emerson Congregational Church, gave the invocation.
`The meeting was called to order by Mayor Law.

Charles Little, 6900 Penn Avenue, applicant, spoke in behalf of his request to
rezone his property from Residential to Neighborhood Business,

appeared before the council and requested the issuance of a special use permit to use
the home at 7425 4th Avenue as a community based facility for six ambulatory develop-
mentally disabled persons9 who are currently employed in South Hennepin County,
Jerry Otten, 4057 Flag Sto N., New Hope9 spoke of the Outreach Community Center's
functions, programs, and group home concepts.
Ross Craig, 4097 Brigadoon Drive9 Shoreview9 appeared and presented some financial
information for Outreach Community Center, and answered general questions from the
council,
Mrs, Vivian Erickson, 2720 N. Dale Street9 Roseville, Director of Social Services9
Program Division, presented information on the selection of residents for these homes.
Robert J, Rees, 2208 TZenwood Parkway, Executive Director of the Minneapolis
Association for Retarded Citizens, Inc., appeared and spoke regarding the Charles
Bronstein Home, a group home currently sponsored by MARC.
Neil ~'ift, 2644 Fremont Avenue9 a resident of a group home9 spoke regarding his

experience at a group home and of the neighbors reactions.
Mrs, A, Wa Day, 740 Clinton Avenue9 a member of the Park and Recreation Advisory
Commission, presented a resolution s~.pporting this request,

Mervin Healey, Executive 7~irector of Opportunity Workshop, 6344 Sheridan Avenue,
gave a presentation regarding this request,
John Hamilton, 7220 Harriet,. director of yob placement and job development progf~.m
for Opportunity Workshop, outlined the need of these persons to live within the community
and to have the opportunity of becoming selfmsu:fficient individuals,
Joan Eason, 7100 Portland Avenue, presented a resolution on behalf of the Richfield
Chapter of MCCL (Minnesota Citizens Concerned for Life), in support and establishment of
a Group Home at 7425 4th Avenue, sponsored by Outreach Community Center, Inc.
Paul Ca Solberg, 7111 17th Avenue So,, President of the Richfield Jaycees, presented
a letter supporting this request,
Joan Curtain, 7133 Elliot, Chairperson of Social Services of Assumption Church, also
spoke in favor of this special use permit for the establishment of this group home at 7425
4th Avenue,
Mari Haddox, 2025 We 77th Street, Chairman of the Human Rights Commission, presented
a letter to the Mayor and Council Members, which. stated that the Commission unanimously
adopted a resolution urging the city council to follow the recommendation of the planning
commission aa~d grant the special use permit to Outreach Community Center,
Mrs, William Conners9 representing Hope Presbyterian Church, appeared and spoke in
favor of this request,
Ellsworth. Serstock, attorney, representing a group of neighborhood residents in
opposition, spoke against this request,
Frank Curry, 6920 Blaisdell, member of Hope Presbyterian Church, spoke in favor of
this group home at 7425 4th Aven~.e,
Cliff Poetz, a client of ~utre~ch Community Center, spoke in favor of this special
use permit,
Bernice burgeon, 7435 4th Avenue Soo, appeared and spoke against this request,
expressing a desire that this program project be relocated in a multiple®residential
zoning areae

David Nelson, 7621 Dupont Avenue, spoke in favor, as did J, E, Ertman, 7533 3~d A'v~,
Craig Husebye, 1900 E, 86th Street, A Realtor for Frank Kreiser Real Estate Inc.,,
spoke regarding the attractiveness of this house and its suitability for this type of
occupation,
Camillo G. DeSantis, 6508 Newton Avenue So,, representing South Hennepin Planning
Council, appeared and spoke in favor,
Beverly Bue, 7438 4th. Avenue, spoke in favor,
Randy E, Luth, 7428 4th Avenue, spoke against this special use permit.
Audrey Hunsaker, 7405 Clinton Avenue, spoke in opposition and inquired as to the
qualifications of the Jenkins family, and should they resign, what qualifications would
be required for their replacement,
Mr, Craig stated that these people are highly qualified and trained, and were
handpicked from among 50 applicants, Mr, and Mrs, Jenkins were introduced at this time.
Sid Sanford, 7000 Portland Avenue, questioned the fire safety of these people,
i,e,, is there afire alarm or sprinkler system, and is there ample electric service?
He also inquired as to whether Outreach Community Center, Inc,, is a non-profit organi-
zation, (Reply was made in the affirmative-,
Beverly Shopbell, 6238 Knox Avenue, a Director of Special Children's Recreation,
spoke in favor, as did Mrs, Gertrude Ulrich, 7601 Aldrich Avenue, ~~
Edna Nelson, 7444 5th Avenue, appeared and questioned valuation of homes in this
type of environment, Realtor Lucille Skluzacek, 6320 Vincent Avenue, answered that in
her opinion there would be no reduction in valuation,
Margarita O°Dell, 6805 Russell Avenue, appeared in favor,
Glen Anderson, 3223 4th Avenue, Director of Residential Services for MARL, and
administrator of the Bronstein Home, spoke regarding valuation of homes in the Bronstein
Home area and in a survey he reported that homes sold for more than before except in
one case, and that there was no problem with the neighbors,

Mrs; Mason, 3909 Aldrich Ave,, representing the Red Cross, spoke and
offered safety assistance training to .these mentally retarded
persons.
Motion by Jacobsen, seconded by Anderson, to close the hearing.

Motion by Anderson, seconded by Jacobsen, that the council grant this special
use permit at 7425 4th Avenue, with the following stipulations:
1, That an ionized smoke detector and thercao detector be installed.
2. That no more than 9 people occupy the residence.
3. That vehicles, other than the "house parents", should ndt be stored at the
residence...not inclusive of visitors.
4. That the property be used only as a community based facility.
5. That the recommendations of the assistant fire chief be carried out.
6. That the special use permit be issued for an indefinite time but that
it be subject to review by the council.
All ayes ~ Carried. Absent - Kenealey. (Note: Councilman Kenealey, in his letter
to the Mayor and Council Members, dated April 22, 1974, indicated he had heard this
request as council liaison to the Planning Commission, and wished to go on record as
being in favor of this project and would have voted "yes" for the Special Use Permit,
to a11aw a home at 7425 4th Avenue to be used as a residence for six developmentally
• disabled adults, had he been present}.
4. Ordinance Amendment Relating to the Parking and Storage of Recreational Vehicles.
Dave Becker, 3005 W. 70 1/2 Streets Chairman of the Citizen's Committee on this
Ordinance ~nendment, appeared and spoke in favor of the committee's recommendations.
Planning Director, Dick drier, gave a brief explanation of the proposed ordinance.
Frank Lutes, 6645 Elliot Avenue,
~4~R~xk~a..,~~~8-nth-Avenue, also a member of the Citizen's Committee, said that
the intent of the ordinance amendment was to prevent front yard parking on grass.
Ed Sifferle, 7010 16th Avenue, spoke concerning the present ordinance limiting
the length and height of recreational vehicles, and proposed that this section of the
ordinance be eliminated.
