The Council of the City of Richfield met in regular session in the Council
Chambers of the City Ha11 on Mondays February 119 197, at 7x00 Porto

councilmen would rotate turns attending the Charter Commission meetingss as an
observer for the city council9 but that no official liaison would be appointed,"
The following underlined wording also added to Page 119 Item 16,mo"Richard
Schrameke representing Bx°ede Sign Companys requested council approval for a scintill-
sting sign to be installed at the Vikings Kings and Queens Saunas 7714 Morgan Aveo
It was agreed by the applicant to remove sign if city received complaints,"

City Council to delete the last sentence of Section 60239 Subdivision 3
of the ordinance9 which readso "Outside storage or merchandising by
persons other than the owner of the business9 industrial or commercial
establishment on which such storage or merchandising takes place is
prohibited9 except that outside merchandising consisting of occasional
sales by non profit organizations or charitable a~rgani~ations is per- --
matted with the consent of the owner upon the issuance of a special use
permit by the city councilo"
Walter Ca Vavrosky9 Chairman of the Richfield Chamber of Commerce Committee
on the city's Outside Merchandise and Storage Ordinance9 writes in part, as follows
(to his committee members) in his letter dated February 49 19749 regarding the
proposals suggested to this ordinance amendments
"It appears that all items are in agreement between this revision and our
committee findings9 with the exception of Subdivision 3o It has always
been our belief that the owner of a business9 industrial9 or commercial
establishment9 would be authorized by this ordinance to have appropriate
outside storage and merchandising and that this authority could be
delegated by him to other individuals, Subdivision 3 prohibits this,
with the exception of non_profit organizations or charitable organizations,
I believe that the consensus of the committee would be to eliminate in its
entirety the final sentence of Subdivision 3"~e

Councilman Luettinger requested that the minutes show he had inquired as to
whether Councilman Kenealey had a conflict of interest on the outdoor merchandise
and storage ordinance. Councilman Luettinger stated that he had raised this issue
because Council Kenealey is a member of the Chamber of Commerce Board of Directors
and the Chamber of Commerce had taken a position concerning the proposed ordinance.
3. Transitory Appropriation Ordinance for Augsburg Park Project.

Carl Bolander & Sons (the lowest bidder meeting specifications), in the amount of
$21,900, be approved.

parking restrictions in the vicinity of the Senior High School be deferred until a
joint meeting of representatives from the council and the school board can be held,

11, Report on Additional Taxicab Licenses.
As the result of a previous request by Southwest Cab Company, the city manager
submitted a detailed report and survey showing what other municipalities are doing
in regard to the number of licenses authorized9 the number of licenses actually
issued, and the number of taxicab companies operating. in other communities.
Jack Daly, of the Suburban Yellow Taxi Cab Company, reported that he was not
opposed to the change in proposed number of taxioab licenses in Richfield.
"Bill No. 1974m49 "An Ordinance Amending $ubdivision 12 and Repealing Subdivision
13 of Section 6.20 of the City Ordinance Code, Relating to tk~e Number of authorized
Taxicab Licenses" was read, the same being on file in the office of the City Clerk.
