December 26, 1973
The Council of the City of Richfield met in regular session in the Council
Chambers of the City Ba11 on Wednesday, December 26, 1973, at 7x00 P.M.
Mr. Rollin Tves, Lay Leader, United Methodist Church. of Peace, gave the invocation.
Meeting called to order by Mayor Law.
Present; Anderson, Jacobsen, Luettinger and Law.
Absent: Councilman Kenealey. (Out of town on business)
1~. Minutes.
Motion by Luettinger, seconded by Jacobsen, that the minutes of the regular
meeting of December 10, 1973, be accepted as presented.

Z. An Ordinance Amendment Concerning Council Salaries.
Bill No. 1973-22, "An Ordinance Amending Ordinance Code Section 12.02, Subdivision
1, Entitled "Compensation of Mayor and Council Members" was read and reviewed, the same
being on file in the office of the City Clerk (C-9500).
Motion by Anderson, seconded by Jacobsen, that the following correction be made
to this ordinance amendment, as follows: Strike word "in" and substitute the word "by"
in the following sentences "Salaries of such officers shall be reviewed ~ December
of each year".

The following persons spoke regarding this ordinance amendments
]ion Bolding, 7145 13th Avenue, spoke in favor of annual increase but
suggested that it be tied into cost of living increase;
Rollin G. Ives, 215 P1'easant Lane, spoke in favor of this proposed
ordinance amendment;
William C. Sharkey, 6537 Park Avenue, agreed with this proposal but
not in favor of having it include a cost of living increase,
George A. Tellgren, 6937 Upton Avenue, spoke in favor of this proposal;
Lawrence Wozniczka, 6744 Wentworth Avenue, opposed to change in existing
ordinance.

Motion by Jacobsen, seconded by Anderson, that the hearing be closed.

Motion by Jacobsen, seconded by Anderson, that this constitute a second reading
of Bill No. 197 322, that it be spread in the ordinance bookg that it be published
in the official newspaper and that it be made a part of these minutes.

3. Approval of Budgeted Purchases in Excess of $1,000.
Motion by Jacobsen, seconded by Luettinger, that the purchase of a sewer nodding

machine be approved, in the amount of $4,.290, the funds for which are included in the
1973 budget; and that the following 1974 truck and car purchases be approved through
the Hennepin County joint purchasing group, in the amount of $55,293.$2: 7 compact
size cars, 10 intermediate size cars, and 1 3/4 ton pickup truck, the funds for which
are available in the 1974 budget. A11 of the above purchases are to be a part of the
Central Garage and Equipment Fund.

4. Bids on Workmen's Compensation Insurance.
Motion by Anderson, seconded by 3acobsen, that the minutes and tabulation of bids

Motion by Anderson, seconded by Jacobsen, that the council accept the city manager's
recommendation and approve the low bid of Federated Mutual Insurance Company for a
three-year workmen°s compensation .insurance contract for an estimated annual amount
of $51.,743.

Motion by Anderson, seconded by Jacobsen, that the city council re3ect the two
bids received, and that the city manager be a•~zthorized to rebid the purchase of the
truck tower,

6. Approval of Bus Route.
Motion by Jacobsen, seconded by Luettinger, that the council approve the new bus
route of the Metropolitan `transit Commission which would es~tend the bus service on
66th Street from 19th Avenue to Standish Avenue, and Standish Avenue between 65th Street
and the north corporate limits,

contact the Metropolitan Transit Commission with reference to increasing bus runs on
76th Street and 66th Street, from East to West, to include the Medical Center and South

Councilman Luettinger spoke in opposition to the Richfield Sun being designated
as official newspaper for the city, and stated his opposition is due generally to ins
adequate coverage. It was recognized that no reporter was present at t~`~is meeting,
Lawrence Wozniczka, 67~~ Wentworth Avenge, spoke in favor of the Sun Newspaper as
the city~s official newspaper,
