11-26-1973CI`T'Y' OR RICHFIELD REGULAR MEETING November 26, 1973 7.'he Council of the City of Richfield met in regular session in the Council Chambers of the City Ha11 on Monday, November 269 1973, at 7;00 P.M. Rev. Peter Unruh, Wooddale Baptist Church, gave the invocation. Meeting called to order by Mayor Law. Present; Anderson, Jacobsen, Luettinger and Law. Absent; Kenealey (Because of illness). 1o Minutes, Motion by Luettinger9 seconded by Jacobsen, that the minutes of the regular meeting of~l~ovember 12, 1973, be accepted as presented, All ayes - Carried. Absent - Kenealey. 2. Presentation of Service Awards to City Employees, The City Manager announced the presentation of five, ten9 fifteen and twenty year service awards to 33 city employees and presented pins to those present. 3. City Project No. 657. Permanent Surfacing9 Ornamental Street Lights, Concrete Curb and Gutter...70th Street, Portland Avena~e to East Pleasant Ave. The following persons appeared and spoke in interest regarding City Project No. 657 Carlton W. Lytle, Superintendent of Richfield Schools, answered questions relative to parleing policies of the school system9 and the loading and unloading of school buses on 7Uth Street and Harriet Avenue. Richard Holmberg, 12 W. 70th Street9 inquired about savings that would be assessed on a 36 ft. street as compared to a 44 ft._ street. The City Manager responded that the assessment policy was established based on a 36 ft. wide street. Paul Thompson9 6945 Harriet Avenue, inquired as to the number of good boulevard trees on 70th Street. Marian Ryan, 6945 Wentworth Avenue9 asked about Dr. French~s ratings. ~. Don Houlding, 7145 13th Avenue9 commented on school;~buses. ;,~, -, R. S. Ford, 7001 4th Avenue, questioned the number of street lights per block9 and suggested one less. ®2 m November 26, 1973 R. H. Carried, This resolution appears as Resolution No. 5124 in .i Resolution Book No. 34e Gordon MclZinnon, 7208 Upton Avenue, questioned striping of 3C foot street with no parking on both sides of 70th Street, Lawrence Wozniczka, 6744 Wentworth Avenue, spoke in favor of conm sidering a 44 fte width street, but inquired as to what a 44 fto street would do to tree removal, and also inquired as to why 70th Street, east of Portland, was made a 44 fto Street. The following persons appeared in interest: Richard A. Rocklin, 7204 Cornelia Drive, Edina Robert Francis Riley, 6915 Portland Avenue Borrett - Robert-kre~8, 7415 15th Ave., representing Minnesota Association of A~~effie~~ve Retailers. Petroleum The City Manager reported that Councilman Kenealey had informed him that the proposed ordinance had been reviewed by the Chamber of Commerce and that they had concurred with the report of Walter G. Vavrosky, as Chairman of the Outside Storage and Merchandising Committee. Bill No. 1973-21, "An Ordinance Relating to~the Outside Storage and Merchandising of Materials, Equipment and Inventory," was presgnbed, the same being on file in the office of the City Clerk (C-9499). Motion by Jacobsen, seconded by Anderson, that t11~s constitute a First re~di~g of Bill No. 1973-2~.~ that it be published in the official newspaper, and that the second reading of this ordinance be scheduled for the council meeting of January 14, 1974. Discussion on the Use of the Old Library Building, Motion by Anderson, seconded by Jacobsen, that the council request the Park and Recreation Advisory Commission to make recommendation regarding the use of th'e 'o3;c~ library building. , .o -`~ -- All ayes - Carried.. Absent - Kenealey. 4 - November 26, 1973 Lawrence Wozniczka, 6744 Wentworth Avenue, suggested that the council offer some general guidelines to the Commission. Sid Sanfard; 7000 Portland Avenue, spoke in favor of a community building. 6. Authorization to Ca11 for. Bids:. Motion by Jacobsen, seconded by Luettinger, that the council authorize the call for bids on December 10, 1973, on a tower to be used in the city's tree trimming program. A11 ayes - Carried. Absent - Kenealey. 7~. Amendment to Off-Street Parking Contract at 2216-20 East 66th Street. Motion by Anderson, seconded by Jacobsen, that an amendment to the Off-street Parking Contract for apartments at 2216-20 East 66th Street, be approved as recommended in the City Manager's Council Letter No. 301, dated November 26, 1973. All ayes - Carried. Absent - Kenealey. 6~. Amendment to Off-Street Parking Contract. First Federal Savings & Loan, 65th Street and Nicollet Avenue. Mr. Robert J. Cornell, Assistant Vice President of First Federal Savings and Loan Association of Minneapolis, in a letter to the Public Works Director dated November 14, 1973, requested that an amendment be made to the off-street parking contract for the property located at 6445 Nicollet Avenue, in that the north parking lot be striped to provide for angle parking instead of rectangular parking, re~ suiting in a total number of 39 parking spaces instead of 43, which. would still meet the off-street parking requirement. Motion by Luettinger, seconded by Jacobsen, that the amendment to this off- street .parking contract be approved as recommended in the City Manager°s Council Letter No. 302, dated November 26, 1973. A11 ayes - Carried. Absent a Kenealey. 9. Amendment to Orr-Schelen®Mayeron & Associates Agreement for Engineering Sex°vices. City Manager°s Council Letter No. 307, e~cplains in detail, the necessity of an - 5 - November 26, 1973 amendment to the Orr-Schelen-Mayeron & Associates Agreement for Engineering Services making it possible for the city to obtain electrical engineering services from our consultant for the preparation of plans and specifications for the nexa streefi lighting program. Motion by Jacobsen, seconded by Anderson, that the council approve the amendment to this engineering agreement. A11 ayes.•• Absent - Kenealey. Carried. Discussion of Disposition of East Elementary School Property. Motion by Anderson, seconded by Jacobsen, that the council go on record in support of sale of the East Elementary School Property to the Metropolitan Airports Commission. All ayes. Absent - Kenealey.
