Motion failed for lack of a second, Motion by Jacobsen,. seconded by T,uettingers that the council determine the sperm ial assessment benefit on this property as an individual situation because it is a six sided lot on a curved street with the dimensions on the front being radically disproportionates and therefore it is determined to reduce the proposed assessment by $187.68 as origina~.ly proposed on the odd shaped lot policy. Discussion of Verbatim Record Keeping of City Council Proceedings. 'lhe council reconsidered the subject ®f verbatim record keeping of city c©uncil proceedings, and to report back to the council at a later date. A11 ayes m Carried. 10. Residential Kennel License.. Mr. and Mrs. 3. M. Poulsen, 6725 Clinton Ave. So., appeared before the council and requested a new kennel license for their residential property. Mr. `Truman Ingersoll, 7327 'l~k~.omas Avenue, spoke in opposition and in behalf of his father~in~law, Bill U®mmes, 6731 Clinton Avenue, a neighbor of the Poulsens. Mrs. Ingersoll also spoke in opposition. Motion by Luettinger, sec~aded by Jacobsen, that the residential kennel license - 6 - October 99 1973 for the Poulsens be granted with the request that the city staff review the situation in two months to determine that the holder of the license is complying with the residential kennel requirements. A11 ayes - Carried. 11. Liquor Store Marketing Study. Jeff Page, Liquor Store Manager, reported that there were serveral general areas within the City of Richfield which could support a third liquor store operation within out any major adverse impact on the existing two stores, but that it was important that the City have the benefit of an objective, outside professional market feasi- bility and site location study before making a decision, Ken Kunz, 2920 W. 78th Street, appeared in interest and asked questions. Motion by Anderson9 seconded by Jacobsen, to approve the manager°s recommendation as contained in his council letter No. 234. Councilman Jacobsen withdrew his second to this motion, Motion lost for lack of a second. Motion by Kenealey that the City open a third liquor store in the vicinity of Penn Avenue So., 62nd to 68th Street. Motion lost for lack of a second. Motion by Law, seconded by Jacobsen, that the administration be directed to give the city°s study to the proposed consultant and to renegotiate a contract which would be brought back to the council for action at the first meeting in November.
