Paul 0. Romstad9 Woodlake Lutheran Church9 gave the invocation, Presente Anderson9 Jacobsen, Kenealey9 Luettinger and Law. Absento None, Mayor Law called the meeting to order. 1. Minutes, - The following underlined insertions to the regular minutes of August 13th were requested by Councilman Kenealeyo Page 1 v "Councilman Kenealey also questioned the legality of the motion in the minutes ratifying authorization for the call for bids and requested that Sections 6.05 and 6,06 of the City Charter9 be included in the minutes as followso Sec. 6.05. Purchases and Contracts. The city manager may make or let contracts for the purchase of~merchandise9 materials or equipment9 or any kind of conm structior~ work whey. the amount of-such contract does n.~t exceed $19000,00, If such contract exceeds-the last stated amount but is less than $29500.009 same may be made or let by `the city manager after first obtaining the approval of the city council, A11 other purchases shall be made and all other contracts shall be let by the council. Sec, 6,06.. Contractsa How Let. Every contract for the purchase of merchandise9 materials or equipment9 or for any kind of construction work where the amount in~ volved is more than $29500,00 shall be let only by the council upon the recommend ation of the city manager to the lowest responsible bidder9 unless9 the council shall otherwise provide by resolution adopted by a vote of a majority of the council and published-once in the official legal newspaper of the city, `T`he council9 may9 however9 re3ect any and all bids;. SubJect to the provisions of the charter9 the council may by ordinance adopt further regulations for making of bids and letting of contracts, Councilman Kenealey inquired as to whether his questions had gone to the Attorney ~'` General for an opinion. The City Attorney responded that he was in the process of drafting the letter and that he would then like to review it with council members before sending it to the Attorney General, Councilman Luettinger requested that page 3 of the minutes be corrected to show that he spoke in behalf o~ Mrs. M. Frank Riley, 6915 Portland Ave,, spoke in favor of a new library. Mark Erspamer, 201 W. 77th Street, suggested that the council let the people determine whether they want a library or not. Charles Kauth, 7321 Morgan Avenue, Chairman of the Library Committee, spoke in favor of the proposed library building, S. Architectural Agreement for Construction of Park Shelter in Augsburg Park. Discussion of Use of Old Library Building, Motion by Kenealey, seconded by Anderson, that this item be deferred until the city is certain that Hennepin County is going to build a new library.
