1'he Council of the City of Richfield met in special:session in the Council
Chambers of the City Ha11, 6700 Portland Avenue, August 2, 1973, at 7;00 p.m.,
for a hearing to consider a permanent street construction and ornamental street
lighting project for Area No. 13, City Project' No. 657 (bounded on the north by
62nd Street, east by 11th Avenue, south by .66th Street, and west by East Pleasant
Avenue).
Presento Councilmen - Anderson, Jacobsen, and Luettinger.
'Sam Hcaston, Consultant from Orr-Schelen=Mayeron and Ass®.ciates,
was also present..
Absent: Councilman ,Kenealey;and•Mayor Law, (Both absent on business).
Councilman Anderson, Mayor Pro-t.em, called the meeting to order,

City Manager, Wayne Burggraaff, acid Public Works Dire.ct.or, Peter Eber~s'gave
a slide presentation on permanent street construction and ornamental street ~.igh~ting,
and also provided background information on this project.
The following persons appeared and spoke in interest:
Edward D. Saleck, 6211 Clinton Avenue, questioned the side street cost.
Lyle Westberg, 6221 Clinton Avenue, questioned the location. of light
standards near the area of Crosstown Highway No. 62, and requested
to be notified when the final .plans are received and where the exact
locations might be of cexta~,n light standards.
J. Albert Oster, 6226.Sth Avenue, questioned whether or not a detailed
engineering study had~been completed because of his plans to improve
.his driveway.
Motion by Jacobsen, seconded by Luettinger, to close the hearing and to take

action on this project at•the August ].3th regular meeting of the City Council,
Po11 of votesa Ayes - Anderson, Jacal~sen, and Luettinger. Naves - None,
Absent - Kenealey and Law. Carried.
Meeting adjourned at 8030 P.M.
