`1'he Council of the City of Richfield met in special session in the Council
Chambers of the City Ha11, 6700 Portland Avenue, August 1, 1973, at 7:00 P.M., for
a hearing to consider a permanent street construction and ornamental street lighting
project for Area No. 6, City Project No. 657 (bounded on the north by 6bth Street,
east by Portland Avenue, south by 73rd Street, and west by Rast Pleasant Avenue),
Present: Councilmen Anderson and Jac®bsen. Councilman Luettinger arrived at
7:40 P.M. prior to completion of the staff presentation, (Absent on
business)

Absent: Councilman George Kenealey and Mayor Law (Both absent on business).
Councilman Anderson, Mayor Pro~tem, called the meeting to order.
City Manager, Wayne ~urggraff, and Public Works director, Peter Rberz, gave a
slide-presentation on permanent street construction and ornamental street ligtatings
".and also provided background information on this project.
the following persons appeared and spoke in interest:
Richard Holmberg, 12 W. 70th Street, questioned the widening of 70th
Street and was opposed to losing a number of trees,
Michael Sutton, 6900 4th Avenue, opposed to street project.
Sid Ssnf®rda 7000 Portland Avgo, opposed to street widening on 70th,
and questioned being assessed for driveway when tae had alr®ady put
in hi§ own blacktop. Mr. Sanford also opposed the street lighting.
Paul Thompson, 6945 Harriet Ave., concerned with, trees being eliminated
on 70.th Street because of the widening of the street,
Miss Jodie Nobbe, b600 5th. Ave,, spoke in opposition to street project,
David Olson, 6901 4th. Avenue So., opposed streets but spoke in favor of
lights,
Robert 01son, 7240 Pleasant Avenue, questioned the widening of 70th St.
Robert Elkins, X5701 4th Avenue, asked questions regarding b7th Street.
Mrsa V. T'. Swanson, 6908 Grand Avenue, concerned about widening 70th
Street, and the safety of childreno
Mrs. J. P. Conlon, 6944 Plaisdell, concerned about the noisb and speed
on 70th. Street,
- Mrs, Sandy 01son, 6901 4th Avenue9 expressed tear concern regarding
safety on 70th Street and the possibility of installing stop signs,
Lee Sveum, 6754 Portland Avena~e, spoke in favor of the street program.
John Hamilton, 7220 Harriet,. spoke about traffic problems around school,

Mary Fisher, 320 W. 70th Street, opposed widening of 70th. Street,
Ronald Williams, 694.4 Grand Avenue, questioned whole process of planning
for public improvements; also opposed to widening 70th Street,
Wm. F. Reuter, 7201 Blaisdell, questioned allocation of lighting assessor
ment and suggested using a unit basis.
Norbert Schonhardt, 6908 Blaisdell, apposed this project and suggested
using liquor funds for this type of improvement,
Eugene Tllg, 6909 4th Avenue, questioned total street width, including
curb.
Jim Clements, 6944 Pleasant Ave,, inquired as to the width of Pleasant Ave,
Mrs. Wm. Kozak, 7200 Blaisdell Avenue, questioned curbing on north side
of Augsburg Park.
George Fisher, 320 W. 70th Street, opposed widening 70th Street and questioned
calculations of preliminary assessment figures,
George Beske, 6838 Clinton, opposed street paving for financial reasons,
and doesn't want trees removed, however, favored street lighting,
Jim Clements, 6944 Pleasant Avenue, spoke in opposition to 70th Street being
widened,
_ Richard Holmberg, 12 W. 70th Street, presented a petition opposing the
widening of 70th Street as part of permanent street program,
Carl,Franson, 6932 Blaisdell Avenue, opposed street project..
Two letters were received....one from James L. Huber, 6845 Clinton Avenue, in which
he stated that he was definitely in favor of the project; the other letter was from
Earl N. Lyman, 7301 Blaisdell, a 75 year old citizen of Richfield, in which he stated
he was financially unable to pay any special assessments.
Motion by Jacobsen, seconded by Luettinger, to close the hearing and to take action
on this project at the August 13th regular meeting of the City Council,
