BOARD OF EQUALI7ATION
May 30, 1973
The Board of Equalization of the City of Richfield, met in the council chambers
of the city hall, 6700 Portland Avenue, on Wednesday, May 30, 1973, at 7x00 p.m.
Present; Councilmen Jacobsen, Kenealey, Luettinger, and Mayor Law,
as well as resident members Donald L. Russell, 6635 Morgan
Avenue, and Donald A. Sundt, 7417 Emerson Ave., who arrived
at 8030 p.m.
Also presents Wayne Sa Burggraaff, city manage
Gary Eide, who substituted for Tom Moran, city clerk;
Vern Anderson, city assessor; and city appraisors -
Stan Thompson, Jerry Hatlestad, and Tom Hessing.
Absent; Councilman Anderson,
Lawrence Wozniczka, 6744 Wentworth Avenue, spoke about the general form and method
of assessing property.
Vern Anderson, city assessor, answered Mr. Wozniczka°s comments by describing the
method of assessing property and the requirements of state law.
Property owners, who had previously requested to be heard, were called on in the
order they had registered.
Paul L° McKisson, 6428 Wentworth Avenue, complained that his valuation was too
high.
Motion by Jacobsen, seconded by Luettinger, to sustain the valuation as set by the
assessor's department. All ayes - Carried, Absent - Sundt.
Jerome C. Cuddigan, 7125 1st Avenue, complained that he felt the valuation placed
on his property was too high,
Motion by Jacobsen, seconded by Don Russell, that no a~~tion be taken on the valu-
anon of this property. A11 ayes m Carried, Absent - Sundt.
Lawrence Wozniczka, 6744 Wentworth Avenue, requested ~.+~nsideration be given to
lowering his property valuation, and recommended that all residential property ire re-
duced 12%. The council felt, however, that market data sales did not indicate this
kind of change to be warranted.

Motion by Luettinger, seconded by Jacobsen, to sustain the assessor's market value
of this property, to not approve a decrease of all residential property in the city
by 12% and that the administrative staff provide a list of property valuation changes
for all commercial, industrial, and apartment properties for 1972 and 1973.
A11 ayes - Carried. Absent - Sundt.
Cecil Reller, 6613 Xerxes Avenue, appeared before the Board of Equalization and
complained about his property taxes being too high.
(Donald Sundt arrived)
Motion by Kenealey, seconded by Jacobsen, to reduce the valuation of the structure
on this property by $1,000.
A11 ayes - Carried.
John Norling, 6228 Pleasant Avenue, appeared in error -thinking his property tax
was increased when in fact it had been decreased.
Motion by Kenealey, seconded by Luettinger, that no further change in valuation be
made of property at 6228 Pleasant Avenue, A11 ayes - Carried.
Henry W. Trebelhorn, 7120 Park Avenue, requested that his property assessment be
lowered.
Motion by Jacobsen, seconded by Don Russell, that no change be made in this valuation.
A11 ayes - Carried.
Clyde Melton, 6501 18th Avenue, requested that his property taxes at 6525 Cedar
Ave.,. 6529 Cedar Avenue, and 6500 - 15th Avenue, be reduced.
Motion by Jacobsen, seconded by Luettinger, that the land value of property at
6500 - 15th Avenue be reduced from $6,900 to $6,000.
A11 ayes - Carried.
Motion by Russell, seconded by Jacobsen, that no chan~:~ be made in valuation of
properties at 6525 and 6529 Cedar Avenue.
A11 ayes - Carried.
