The Council of the City of Richfield met in regular session in the Council Chambers
of the City Hall, May 14, 1973, at 7;00 P.M.
Rev. Richard Bingen, House of Prayer Lutheran Church, gave the invocation.
Present: Anderson, Jacobsen, Luettinger and Law. Absent - Kenealey.
Mayor Law called the meeting to order.
1. Minutes•
Motion by Jacobsen, seconded by Jacobsen, that the minutes of the April 23, 1973
regular council meeting, and the minutes of the special council meeting of May 7, 1973,
be approved as presented, but that a correction be made in the poll of votes for Item
No, 1 of the May 7th special meeting as follows: Ayes - Kenealey, Luettinger and Law.
Naves; Anderson and Jacobsen...(instead of Ayes - Anderson, Kenealey, Luettinger and
Law. Hayes - Jacobsen).
All ayes - Carried. Kenealey absent.
2. Annual Street Improvement and Oiling Program, city Pro,~ect No. 658.
A communication from J. Joseph Davis, 6639 Lake Shore Drive, was read by the City
Manager, which communication was in opposition to an alley improvement between 66th
Street and Lyndale Avenue. The City Clerk also reported on a communication he received
from Mrs. Muriel F. Hansen, 6700 Russell Avenue, a senior citizen, who was opposed to
further assessments of any kind.
Gordon McKinnon,. 7308 Upton Avenue, inquired about repairs within a three year
period.
Lynn A. Arvidson, 7012 Morgan Avenue, and Wm. Bailey, 7320 Sheridan Ave,, also
appeared. in opposition to this street and alley oiling program.
Motion by Jacobsen, seconded by Anderson, that this hearing be closed.

of bids, including all alternate items, to the low bidders listed on Appendix B, attached
to the City Manager's council letter No. 126, dated May 14, 1973.
