Kovalik, St. Peter's Catholic Church9 gave the invocation. Presence Anderson, Jacobsen, Kenealey, Luettinger and Law. Absence None. Mayor Law called the meeting to order. 1. Minutes Motion by Anderson, seconded by Jacobsen, that the minutes of the March 26, 1973 regular council meeting be approved as presented. A11 ayes - Carried, 2, Special Award Presentation_f~om the American Red Cross to Police Officer Robert Doeden. Elton Burquist, Chairman of Safety Program Committee of the American National Red Crass, presented a special award to Robert Doeden, Richfield patrolman, for extra- Bloomington Ave. Emerson Avee to Bi11 No, 1973-6, "Amendment to Appendix C, Section 4 of the Ordinance Code of the City of Richfield9 Minnesota", was read, the same being. on file in the office of the City Clerk. (C-9468). Lloyd Hanson, 7628 Oakland Avenue, and Butt Benson9 7632 Grand Avenue, appeared and asked questions regarding this rezoning request. Motion by Luettinger, seconded by Kenealey, that the hearing be closed. A11 ayes e Carried. Motion by Luettinger, seconded by Jacobsen, that this constitute a first reading of Bi11 No, 1973-6, that ,it be published in the official newspaper, and that the second ordinary personal action in rescuing an individual from a fire in his home. 1 - 2 - April 9, 1973 reading of this amendment be scheduled for the council meeting of April 23, 1973. Amendment to Appendix C, Section 3 of the Ordinance Code - to allow First Federal Savings and Loan Association to rezone from Residential to General Commercial at 11et Ave Robert Cornell, Manager of the First Federal Savings and Loan Association, applicant, requested this rezoning to construct a new T.V. monitored driveup teller window facility, Larry Utech, 6426 1st Avenue, inquired about his property values when the addi- tional parking is constructed. Thomas Langford, 7100 1st Avenue So., inquired about the hours the parking area would be used. Bill No. 1973-7, "Amendment to Appendix C, Section 3 of the Ordinance Code of the 1 City of Richfield, Minnesota," was read, the same being on file in the office of .the City Clerk. Request for Combination and Re-Subdivision of Land by First Federal Savings and Loanfl 6445 Nicollet Avenue, to accomplish improvements at the Bank, First Federal Savings and Loan Association, 6445 Nicollet Avenue,. requested 11 approval of a preliminary plat for a three lot subdivision which will be located north of 65th Street between Nicollet and First Avenue. Motion by Luettinger, seconded by Anderson, that the council approve this request with the following stipulations as contained in the City Ma.nager's council letter No. 77, as follows: 1. Easements for maintenance of all utilities as shown on the final plat. 2, Utility poles along back property line of savings and loan building to be relocated and service installed underground, 3, Drainage and grading plan to be approved by the Public Works Director. 4. Sidewalk on 65th Street to extend the full length from Nicol-let Avenue to First Avenue. 5. Off-street parking contract to be approved by the City Council, A11 ayes - Carried. 6. Ordinance Creating 3oint Police and Fire Civil Service Commission, Bi11 No. 1973-8. Bill No. 1973-8, "Amendment to Chapter XII, Part ITI, of the Ordinance Code of the City of Richfield," was read, the same being on file in the office of the City Clerk. (C-9470). Motion by Anderson, seconded by Kenealey,, that the council authorize the call for bids on May 2, 1973, on an Articulated Rubber Tired Front End Loader,. which proposed purchase is a replacement for a rubber tired front end loader that the city currently has in the Central Garage Revolving Fund. A11 ayes - Carried. 11. Agreement with Bond Consultant. Don Swenson,. representing T. G. Evensen and Associates, bond consultants, appeared. Motion by Luettinger, seconded by Jacobsen,. that the council approve; amending bond consulting contract with TQ G. Evensen & Associates, Inc,, as recommended by the city manager and according to the terms stipulated in letter from bond consultants dated April 3,.1973, which letter pertained to fee schedule change in Sections 12 and 13 of the contract. A11 ayes - Carried, 12. Discussion of Attorney Generalrs Opinions Concerning Rezoning Referendum Petition. Motion by Jacobsen, seconded by Anderson, that this item be deferred to the council meeting of April 23, 1973, due to the fact that the state attorney general°s opinion, regarding the legality of a petition filed with the city asking for a referendum vote on a highrise apartment building, has not yet been received, A11 ayes a Carried. 13® Discussion o~ Ordinance Code Regarding "Home Occupations". f ~~~ Motion by Jacobsen, seconded by Anderson, that the city manager conduct a study to develop alternatives for more stringent requirements for regulating "home occupations" within the City of Richfield. Park Bids. A special council meeting was called for Monday, May 7, 1973, at 5:30 P. M., to award bids for the development of Taft Park, City Project No, 653, and for Donaldson Park,. City Project No. 654. 210 (NOT ON AGENDA) - Parking of Vehicles. Motion by Luettinger, seconded by Jacobsen,. that the aclia~tnistration be directed to-make a study of vehicles parked in set back areas or behind the curb line and suggest ways of regulating and preventing this practices and to report back to the council at the meeting of May 14, 1973. ' A11 ayes ~ Carried, 22, ('NOT ON AGENDA) - Boycott Requested. Representatives of the United Farm Workers appeared before the Richfield Council April 9th and requested the council to boycott products of the Guild Wine Company at the two Richfield municipal liquor stores. Henry Rodr3~quez and Louis Cantu, representing a group of California farm workers who were organizing the boycott, told the council that the company did not renew a union contract with the workers last years and because of this were requesting the city to boycott their wine products. Motion by Luettinger,. seconded by Anderson, that the city manager be directed to contact the Company and "get the other side of the issue" before any decision is made. A11 ayes - Carried. 23.
