Kenneth W. Kun~9 2920 W. 78th Street9 appeared and presented to the council the petition proposing the repeal of ~n ordinance rezoning 8 parcels of land on A1c~ich Avenue9 which petition had been received by the city clerk on March 17, 1972. Mr. Kunz requested clarificati®n on the petiti®n status and that council action9 if any, be deferred to the meting ®f April 98 1973. He also indicated that it was the committee°s feeling that they :did not want to cause additional expense to the city by means of a special election and that should the council order a question on the ordinance be subm misted to the voters9 that they would be 3n favor of including this during a regularly scheduled electi®n. 'r'he following persons spoke regarding the presentation of the referendum petition proposing the repeal mf Shelter Development rezoning requests Mrs. Carl McBride, 7236 Oak Grove Blvd., spoke in behalf of the petition. Mrs. Gerald J. McMorrow, 100$ Mildred Drive,. questioned the "time element" because of only 28 days in 1'ebruary. Mrs. Carl McBride, on behalf of Earl Moffett, read a communication from the League of Minnesota Municipalities. Robert Strout, representing Shelter Development Corporation, requested that their 1 attorney, James Donovan, be heard. James Donovan, attorney for Shelter Corporation, stated that they were going to pursue the validity of the petition thrmugh various means and offered assistance to the city in accomplishing this goal. 'fhe city attorney advised him that Shelter Corpor- ation should pursue this matter in a separate action and nest assist the city. Don Houlding, 7145 13th Avenue, questioned Shelters involvement on checking the petit~.on. R. C. Jackson, 7301 llth Avenu®, appeared and asked questions. Paul Fjer, consultant from Brauer and Associates, appeared and discussed the progress made on the Taft Park Project. Motion by Luettinger, seconded by Jacobsen, that the city manager be directed to contact Northern States Power Company to request consideration on rates, or donations of light fixtures in view of the city's street lighting improvement program. Richfield Girls' Softball Leagues spoke about park priorities, and said he was more in favor of tennis courts than lighting the fields. Lawrence Wozniczka, 6744 Wentworth Avenue, requested that maintenance estimates be received and he questioned the location of buildings and tot scats. Vince Bangasser, 7600 ~ 5th Avenue, questioned high water table anc~ need for irrigation system. Paul Matuschek, 6308 James Avenue, representing the football league, spoke in favor of the proposal.
