J. H. Longley, Emerson Congregational Chinch, gave the invocation. Presents Anderson, Jacobsen, Renealey, Luettinger, and Law. absent; None. Mayor Law called the meeting to order. 1. Minutes. Motion by Jacobsen, seconded by Luettinger, that the minutes of February 26, 1 19'73 be approved as presented, but Councilman Luettinger requested that the following clarification be made to Councilman Renealey's statement on page 2, last paragraph... "The residents were personally contacted by applicants, House of Prayer Lutheran Church or the Knutson Compang...." Councilman Kenealey requested that the word "entities" be corrected to read "amenities", and the name "McInnis" be corrected to "McInnes" on page 1. All ayes m Carried. 2. Proclamation. Mayor Law proclaimed March 18th through-March 24th, 1973 as Campfire Birthday Week in the City of Richfield. 3. Capital Improvement Hearing 19731978. The City Manager reviewed items in the Capital Improvement Program for 1973® 1978. Arlan Nelson, 6939 13th Avenue, inquixed about storm sewers on 68th and 13th 1 Avenue. Lawrence Woznicska, 6744 Wentworth Avenue, spoke on behalf of the Planning Commission regarding the street improvement program, Mrs. Michael Morrow, 6321 Aldrich Avenue, appeared and asked questions. ® 2 Ma::~;1~ ?~, 1973 Motion by Kenealey, seconded by Luettinger, that the proposed st®rm sewer improvements and the permanent street improvessse~at ~ra~gram be appr®ved as recommended. Motion by Anderson, seconded by Jacobsen, that the paving of 7.6th Street, from Sheridan to Xerxes Avenue, be approved as recommended. In the discuss~.on of the proposed swimming pools at the two Jr. High Schools, Mayor Law and Counc3,lman R.enea~.ey stated that they-would rather see city funds put into the school swimming pools rather than on the city's proposed pool ~.mprovementB. John Hami7.ton, 722fJ Harriet Avenue, appeared and reported that the school board unanimously supported the construction of pools at the two junior h~Lgh schools. Motion by Jacobsen, seconded by Kenealey, that improvements to the ice'~a~ena area property be approved as recommended. A11 ayes - Carried. Donald Houlding, 7145 X~th Avenge, disagreed with the closing of 63rd Street on the south end of Taft Park. Lawrence Wozniczka-, 6744 Wentworth Avenue, spoke regarding the stoxm sewer in. this area.
