It seems tq me that there are two questions here: The first question, should a High Rise be built on this land site. This is the primary question, divorced and separated from any label of it being for the senior citizen or ,the handicapped. 'the seRond questign, if the answer to the first question is "yes", they. becomes one o~ whether it should be a High Rise for senior citizens and handicapped - - and slag whether it should be financed under the 236 Housing Program? Quite frankly, T can,°t get by the Land Use Question. We are a Low Rise Community, and the future variances here which are going to be requested under the Aparttaent T7se Permit if we grant this rezoning application, are going to bq substantial: 1. Variance as to Hei~~.t. Our present code provides foac a height of no more than two and a half stories, Shelter is propos~,ng a 1Tigh Rise of 13 stories. This means a ten and a half story Variance. 2. A Variance as to :Density. Our present code provides for tto mots than 20 units per acre. Shelter Corporation in their High Rise is proposing 87 units per acre. A 67 unit Variance. - ( m February 12, 1973 3. A Variance as to Off-Street Parking. Our present cods provides fox 1.S ..~~,.- parking spaces per unit, or a total of 261 parking spaces fox a 174 un~.t High Rise such as the one proposed by Shelter. '1'L~e Shel.tex Corpar~ at~,on is proposing ®nly 44 parking spaces (35 ps.rking spaces i~ they canes not reso7.ve the lease problems with the beauty shop), ~vr ths~,r 7.74 unit I~~.gh Rise. A 217 parking apace Variance. 4. A variance as to Unit Floor Area Re aired fo A artmsnts4 Our prssexat code provides for-650 insi a square fees for a one bed?~oom apaxtmsnt. She~.ter's average square footage is S9~ square feet. A 57 square foot variance - - and if you take tk~e 1S0 proposed A Units, wh3~ah have 5S7 square feet, it aaunts to a Variance of 63 square fast. consequently, iii you look at this whole project in its entirety, ~.t w~.11 almost completely emasculate our sa~ist~tng City Code by granting these requested Varia~ncss. Now, even. ~,f Z was ab7.e to get by tl~e first question on T~and Use, T st~,x1 question w~ethex or nat the 236 housing Program is the best way to provide hAUSing for s~niox ci~isens s,~,d hand~,capped. Under the 236 Program, a developer appears to get all of the bene~#,t. 1"he 50°/, taa~ abatement 4 -and 1°/. interest mortgage money 4 - and a17. of the taxi benefits mentioned in the CPS Walter Gronkite Report. T don't feel w$ should gxs.b the first thing that comes along. The Law may be amended. We have learned that Section FHA 402 and' 502 of the Hous3,ng and Urban Hevelopmsnt Act of 1972, which new programs would replace the current 23S and 236 Section of the Housing Act of 1968, passed the Senate of the Un~.ted States on lrlarch 2, 7,972, and is presently in the House awaiting act3,on. I guess Chats 3,s why 1 wanted a C~.tizens Committee appo~.nted to study the hous~,ng programs for ser~ioar citizens and the handicapped. 1'k~;e Federal, N©us~:ng ~dm~.n~:s- trataGve loan Program includes Section 20~, Housing Loans for the R7,dex7.y. Section 23~,, Mortgage x~suxance for Elderly Housing. Sect~,ons 402 and k1iA 502, which have not as yet bean adopted by the House of the United States and signed into law. I ~.oQk at thin proposed project in the light of HUA requirements as to access- abil~,ty and distance from camaztunity services. '].'he pxaposed High Rise would be sip blocks from stores - - two and half miles from a hospital - a two and a half miles from a theater a v the closest Publatc Library ate at 70th Street and.Nicollet A,ve. ~ a the educational, the High School, is at 70th, Street and Harriet Avenue - the d~.stance to churches? 'therefore, T sm against this rezoning request for the following reasons; 1. On the ground that it does not promote the General Welfare of th~.s City for the reasons stated above. 2. Qn the ground of Public Safetys a. Tt wi1,l bring an influac of pedestr~,an and vehiauls.x' traffic into a resident~,al area. b.
