REGULAR MEETING
January 22, 1973
The Council of the City of Richfield met in regular session in the Council
Chambers of the City Ha11, 6700 Portland Avenue, January 22, 1973, at 7:00 p.m.
Rev. Glen Bettenhausen, Chinch of Christ, gave the invocationo
Present: Councilmen - Anderson, Jacobsen, Kenealey and Luettinger,
Mayor - Law.
Mayor Law called the meeting to order.
1, Minutes•
Motion by Luettinger, seconded by. Jacobsen, that the minutes of the January 8,
1973 regular council meeting and the January 11, 1973 special meeting be approved
as presented, with the following underlined insertions to be made as follows to the
regular minutes:
Page 5, Item 9 ...."Motion by Kenealey, that some council member be appointed
as liaison representative to the Charter Commission".
The Council also requested that the following statements be inserted into the-
minutes of January 8thy Page 5, Item 9:
"Councilman Kenealey was asked to accept some council appointments but that he
refused".
"Councilman Kenealey indicated that he refused to serve as a liaison to other
commissions because he feels the council is setting a double standard by not inW
eluding the Charter Commission",
All ayes - Carried.
1. Presentation by the Richfield Human Rights Commission.
Mrs, Gen Bolger, Chairman of the Richfield:Human Rights Commission, and Mayor
Law, presented the first annual Human Rights Citizen of the Year Award to Mr® and
Mrs. Camillo G« DeSantis, 6508 Newton Avenue. A plaque was also given to the
DeSantis family,

20 Shelter~Development Corporation Rezoning.... 6.324-6342 Aldrich Avenue.
At the request of Shelter Development Corporation, a motion was made by
Jacobsen, seconded by Kenealey, that this rezoning be deferred to the council
meeting of February 12, 1973.
3. Authorization to Call for Bids on Bituminous Paving Materials for 1973. _
Motion by Jacobsen, seconded by Kenealey, that the council authorize the
call for bids on February 6, 1973, for bituminous paving materials for 1973, which
item was provided for in the 1973 budget.
A11 ayes - Carried.
4. Approval of Minutes of Bids and Tabulations.
Motion by Jacobsen, seconded by Luettinger, that the minutes of bids for the
flusher tank, two industrial tractors, the vacuum sanitation unit, and the removal
of lime sludge, be approved as presented.
A11 ayes - Carried.
Motion by Jacobsen, seconded by Luettinger, that the tabulation of bids be
accepted as presented for the street flusher tank,. the two industrial tractors
(which bids were. taken January 15, 1973), and for the removal of lime sludge at
the Water Treatment Plant (which bid was taken on January 22, 1973).

Motion by Jacobsen, seconded by Luettinger, that the low bids be accepted
as follows and as recommended in the city managerYS council letter No. 17a
1. Approve the low bid of Ruffridge-Johnson Equipment Co., Inc., in the
amount of $8,073 for the flusher tank unit.
2. Approve the low bid of Zeco Company, in the amount of $10,155, for two
industrial tractors.
3. Approve the low bid of M. G. Astleford Co., Inc., in the amount of $2.80
per cubic yard, for haul to Area "A"o..for lime sludge removal.

The City Manager recommended the bid of MacQueen Equipment Company as the
lowest bid meeting. specifications for the vacuum sanitation unit indicating
that while the actual dollar bid of Hall Equipment Compangr was $346.35 less,
that company did not meet specifications.
W. Smith and Riley Finbow, representing Hall Equipment Co., 600 W. Highway
13, Savage, appeared to discuss their vacuum sanitation unit.
Robert Garber, representing MacQueen Equipment, Inc., 595 Aldine St., St.
Paul, also spoke regarding the unit that was bid by 'his firm.
Motion by Kenealey,. seconded by Jacobsen, that the tabulation and bid award
for the vacuum sanitation unit be deferred to the council meeting of February
12, 1973, and that the administration provide additional information.
Poll of votes: Ayes - Jacobsen, Kenealey, Luettinger and Law® Nayes - Anderson.
Absent - None. Carried.

Lawrence Woznizcka, 6744 Wentworth Avenue, questioned the specifications
including two midblock lights and feels consideration should be given to one
light per midblock in the interest of conserving energy.
6. Appointments to Planning Commission.
Mayor read the list of names of applicants who submitted an application
for consideration to be appointed to the Planning Commission, which names in-
cluded the following:

'The council determined that they would choose the four to be appointed by

The council decided to vote again on the tie votes for the fourth member to

Kenneth Kunz, 2920 W. 78th Street, appeared and said he felt the voting should
be a matter of public record.
Motion by Kenealey, seconded by Anderson, that the appointments to the Planning
Commission be made according to the result of their balloting, which included the
names and terms of office for the four new members:
