Minutes of Special Meeting
December 4, 1972
The Council of the City of Richfield met in special session at the City Hall
Council Chambers, at 7:00 p.m®, on Monday, December 4, 1972, for a hearing to consider
1973 permanent bituminous streets, concrete curbs and gutter, and ornamental street
lights in District No. 14. (That area bounded on the north by 62nd Street, west by
11th Avenue, east by 23rd Avenue and south by 66th Street, excepting part of 62nd
Street and part of 66th Street. Also, the area bounded on the north by 66th Street,
west of Highway 36 Service Road, east by 21st Avenue and South by 69th Street).
The meeting was called to order by Mayor Law.
Present: Councilmen Anderson and Luettinger, and Mayor Law.
Absent: Jacobsen and Kenealey.
Wayne Burggraaff, city manager, gave a slide presentation on permanent street
construction and ornamental street lighting, and also provided background information
on this project...City Project No. 650. Orr-Schelen-Mayeron and Associates, Conm
salting Engineers, were represented by Sam Huston and'~,Leroy Nyhus, who reviewed the
planning proposed for this area and explained basic information regarding the prelimin~
ary engineer°s report for this 1973 permanent street construction project.
A question and answer session followed regarding this improvement.
Mayor Law commented on the lighting aspect of this project, and Councilmen
Anderson and Luettinger offered some general comments on both the paving and lighting
installations.
There were eight persons in attendance.
The meeting adjourned at 9:45 p.m., and the hearing continued to December 6, 1972,
at 7:00 p.m., at East Elementary School.
