'rhe Council of the City of Richfield. met ~in special session at the City Ha11
Council Chambers, s.t 7:OO~p.m., on Monday, October 16, 1972, for a hearing to
conaider'1973 permanent 1~ituminous streets, concrete curbs and gutter, and orna-
mental street lights in District Noe 3. (That area bounded on the north by 72nd
Street, west by Portland Avenue,_ south by Highway 494 and east by 12th Avenue,
excluding Portland Avenue, Highway 494- and 12th Avenue).
7"he meeting was called to order by Mayor Law.
Present: Councilmen ~ Anderson, Jacobsen, Kenealey, and Luettinger.
Mayor- Law. .
Absent: None.
Wayne Burggraaff, city manager, gave a slide presentation on permanent street
construction and ornamental street lighting, and also provided background infor-
oration on this project...City Project No.. 650.
Mrs. Archie M. Gibson, 7645 Oakland Avenue, appeared and spoke in interest,
there were also ten other persons present who had questions regarding this
project but who did not volunteer to give their names and addressed. ~..The~questions
were answered by the staff and council.

1. 1973 Street Tsnprovements.
Motion by Anderson, seconded by Jacobsen, that the hearing be closed on 1973
permanent bituminous streets, concrete curbs and gutter, and ornamental street
lights for District No. 3.
All ayes - Carried.
Motion by Luettinger, seconded by Jacobsen, that the following resolution be
adopted; that it be spread in the resolution book and that it be made a part of
these minutes:

Councilman Anderson; voted "No", noting he is in favor of the conduit being
installed but of the opini®n that the number of lights installed per block should be
determined by the neighborhood.
