Minutes of Special Meeting
August 24th, 1972
(District No. 2 m Area No. 2)
The Council of the City of Richfield met in special session at the city hall
council chambers, at 7:00 p.m, on Thursday ,August 24, 1972, for a hearing to
consider 1973 permanent bituminous streets, concrete curbs and gutter, and orna~
mental street lights in Area No. 2, District No. 2. (That area lying east of 12th
Avenue, south of 69th Street, west of Trunk Highway 36, and north of Diagonal
Boulevard9 also including one half block west of Cedar Avenue from Diagonal
Boulevard to 77th Street, and the north service drive of Highway ~~494 from 77th
Street to 12th Avenue.).
The meeting was called to order by Mayor I~aw.

Wayne Burggraaff, city manager, give a slide presentation on permanent street
construction and ornamental street lighting,. abd also provided background infor-
oration on this project...City Project Noa 650.
Leroy Nyhus, consulting engineer from OrrmSchelenmMayeron and Associates, re~
viewed the planning proposed for this area and e~cplained basic informafian xegard~ng
the preliminary engin~eerBs report for this 1973 permanent street construction project.
Richard L. Nordin,_7620 Bloomington Avenue, appeared in interest and asked
questions, and John P. Hegge, 6920 18th Avenue, opposed the project. (Other perspns
in attendance-asked questions but did not give their names}. Fifteen persona presen~C.
Motion by Jacobsen, seconded by T,uettinger, that the hearing be closed on 1973
.permanent bituminous streets, concrete curbs and gutter, and ornamental street 1igk~ts
for ~r-eas Nos. 1 and 2, District ~~2.

1. -1973 Street Improvements.
Motion by Luettinger, seconded by Jacobsen, that the following resolution be
adopted; that it be spread in the resolution book and that it be made a part of
these minutes:

RESOLUTION ORDERING IMPROVEMENT AND PREPARATION OF PLANS AND
SPECIFICATIONS FOR STREET IMPROVEMENT, DISTRICT No. 2,
Gity Project No. 650
Po11 of votes: Ayes - Anderson, Jacobsen, Kenealey, Luettinger and Law. Naves - None.
Carried. This resolution appears as Resolution No. 4816 in Resolution Book ~k3Y.
2. Ornamental Street Lights.
Motion by Luettinger, seconded by Kenealey, that the following resolution be
adopted; that it be spread in the resolution. book and that it be made a part of
these minutes:

Poll of votes: Ayes - Jacobsen, Kenealey, Luettinger and Law. Naves - Anderson,
Absent -None. Carried. This resolution appears as Resolution No. 4817 in Resolution
Book No. 31.
Councilman Anderson indicated he voted "No" because he is in favor of the conduit
being installed but that option of lights should be left up to the neighborhood.
3. Adjournment.
Motion by Anderson, seconded by Jacobsen,. that the meeting be adjourned.
