CITY OF RICHFIELD REGULAR MEETING July 10, 1972 The Council of the City of Richfield met in regular session in the Council Chambers of the City Ha11, 6700 Portland Avenue, July 10, 1972, at 7:00 p.m. Rev, Glen Bettenhausen, Church of Christ, gave the invocation. Present: Anderson (arrived at 7:05 p.m.), Jacobsen, Kenealey, Luettinger and Law. Absent - None® Mayor Law called the meeting to order. 1. Minutes. Motion by Luettinger, seconded by Jacobsen, that the minutes of the June 26, 1972 regular council meeting be approved ss presented. A11 ayes - Carried. 2. Hearing on Street Improvement and Oiling of Xerxes Ave. from 66th to 69th St, Notices on this proposed improvement and of the public hearing were sent to 34 property owners who front on this street. Motion by Anderson, seconded by Jacobsen, that the hearing on this street im- provement be closed. All ayes - Carried. Mrs. Collette Peterson, 6244 Harriet Avenue, spoke in opposition to the proposed storm sewer construction project. Al Javin.ski, consulting engineer from Orr-Schelen-Mayeran and Associates, re- viewed the details involving the construction of storm sewers on this project - (Grand Avenue from 64th to 63rd Street and on 63rd Street from Harriet Avenue to Grand Avenue). .Ken Floberg, 6240 Grand Avenue, spoke in opposition and questioned the assessable area, He requested that his property be eliminated from the assessable area, Motion by Jacobsen, seconded by Luettinger, that this hearing be closed and that no change be made in Resolution No, 4782, adopted at the June 26, 1972 council meeting. A11 ayes - Carried, 4. Amendment to Ordinance - Relating to the Licensing of Vehicles Used in Garbage and Refuse Hauling. Bi11 No. 1972-12. Bi11 No, 1972-12, "Amendment to Chapter VI, Sec~aton 6006, Subdivision 10, of the Ordi~ce Code of the City of Richfield, Minnesota", relating to the Licensing of Vehicles used in Garbage and Refuse Hauling, was read, the same being on file in the office of the City Clerk. Mr. Lloyd Beggren, Sales Manager for Uniflo Systems Company, mai~:e a presentation on the proposed Uniflo Personal Rapid Transit Demonstration Loop around the 494-100 Interchange. Motion by Anderson, seconded by Jacobsen, that the city .attorney prepare a resolu~ Lion; that said resolution be adopted, and that it be made a part of these minutes: RESOLUTION No. 4796 RESOLUTION ENDORSING THE PROPOSED SOUTH HENNEPIN COUNTY/UNIFLO PERSONAL RAPID TRANSIT SYSTEM PROGRAM AND REQUEST AN AUTHORIZA- TION FOR THE METROPOLITAN TRANSIT COMMISSION TO SEEK FEDZRAL . Request for Off-Street Parking Contract and Variance for a Commercial Building at 66346644 Penn Avenue So, Vern Veit, 66'13 Nordic Drive, Minneapolis, appeared before the council and re~ quested approval of a variance from the off street parking guidelines established for ca~mmercial buildings and also approval of an off street parking contract for a commercial building proposed for construction at 66346644 Penn Avenue So. p 4 0 July 1©, 1972 Motion by Anderson, seconded by Kenealey, that the council grant this variance of 24 spaees with stipulations contained in the city manager's council letter No. 169, as follows: 1. The applicant agrees to limit the types of businesses which will occupy the proposed building to those having low traffic volume generation characteristics. 2. That the existing curb cut on Penn Avenue be closed, that parking not be permitted between the curb and the front of the proposed new building, and that the area between the curb and the front of the proposed new building be improved with some form of landscaping or new surface mater- ial. 3. Building plans to be approved~by the Chief Inspector. 4. Landscape and lighting plan to be approved by the planning Director. 5. Drainage plan to be approved by the city engineer. 6. No parking inside curb on Penn Avenue or 67th Street. 7. Sidewalk and curb and gutter on 67th Street. A11 ayes - Carried. Olson, 6420 Vincent Avenue, was designated as the alternate, 14.. Election Precinct Changes. '1"he following persons appeared in interest and spoke regarding the proposed change in precinct boundaries within the City of Richfield to coincide with the new legislative districts created by the recent redistrictingt Dan Houlding., 7145 -~ 13th Avenue, spoke in opposition. Richard Blevens, 7232 Upton Avenue, submitted a request for no change in present boundaries. (C-9415) Mrs. Gertrude ~ltdh, 7601 Aldrich Ave,, endorsed the nine precinct plan. D. Mattison, 7~2 Knox Avenue, spoke against changes. Mrs. L®is DeSantis, 6508 Newton Avenue, favored a change in that there would be quicker reporting by dividing voting precincts, Mrs, Winifred Frantzich, 6740 Harriet Avenue, spoke in favor of no change at this t3,me. Kennel License. Mr. Ralph Sink, 6344 Clinton Avenue, a neighbor of Miss Catherine Bros, 6338 Clinton Ave., appeaa°ad and requested council consideration as to the number of resi- dential kennel licenses they were allowing in his area. He felt that they mere getting to be quite nu~ierous. Motion by Anderson, seconded by Jacobsen, to defer the kennel license requested by Catherine Bros until she could appear at the council meeting. A11 ayes - Carried. - 9 - July lo, 192 Councilman Kenealey raised questions on animal penalties and the city manager agreed to send the council his report when this matter was studied a year or so ago. 19. Food License - YEP Inc. Motion by Jacobsen, seconded by Kenealey, that the itinerant food license for YEP Ync., to be located at St. Richard's Church, 7540 Penn Avenue So., be deferred to the July 24, 1972 council meeting.
