06-26-1972CITI OF RICHFIELD REGULAR MEETING June 26, 1972 The Council of the City of Richfield met in regular, session in the Council Chambers of the City Ha11, 6700 Portland Avenue, June 26, 1972, at 7;00 p.m. Father Ferguson, Church of the Assumption, gave the invocation. Present; Anderson, Jacobsen, Kenealey and Law, Absent - Luettinger. ~In Europe) Mayor Law called the meeting to order. 1. Minutes. Motion by Anderson, seconded by Jacobsen that the JunE 12, 1972 regular minutes, and the minutes of the June 7th and June 14th Board of Equalization meeting be approved as presented, with the exception that Mayor Law wished the first sentence on-page 2 of the regular minutes corrected to read as follows..,"Mayor Law wished to go on record that he felt service station businesses were not to be looked down upon°1. A11 ayes - Carried. 2. Report from Board of Equalization meetings - June 7th and June 14th, Donald Sundt and Donald Russell, resident members of the Board of Equalization, met with the City Council to hear tY}e following property owners regarding their 1972 market values and to make final determination on these valuations. Mrs. Maurice Peterson, 6829 Nicollet Avenue. The city assessor reported he had ad- justed valuation from $22,000 to $21,400 because she was incorrectly assessed for a fireplace which she didn't have. Motion by Anderson, seconded by Kenealey, that the council go on record recom- mending that an adjustment on taxes be made back to 1965. All ayes - Carried. Mrs. John Matula, 7121 - 10th Avenue, Motion by Jacobsen, seconded by Anderson, that the assessor's valuation be sustained. A11 ayes - Carried. - 2 - June 26, 1972 John C. Williams, 6809 Portland Avenue. (Mr. Williams was not present). Property at this address was discussed. Motion by Anderson, seconded by Jacobsen, that the assessor's valuation be sustained. Po11 of votes Ayes - Anderson, Jacobsen, Law, Sundt and Russell. Nayes Kenealey. Absent - Luettinger. Carried. Ralph DeCrescenzo, 6620 - 14th Avenue. The city assessor recommended a decrease from $27,700 to $26,700. Mr. DeCrescenzo still felt his property was valued too high. Motion by Sundt, seconded by Jacobsen, that the council accept the valuation of $26,700. All ayes Carried. Mrs. R. S. Wo1d, 6404 - 12th Avenue. (Mrs. Wold not present). The city assessor recommended lowering valuation $200.00 - from $30,100 to $29,900. Motion by Anderson, seconded by Kenealey that the valuation on this property be placed at $29,900. All ayes - Carried. George R. Kent, 7109 Stevens Avenue. City assessor recommended no change in valuation. Motion by Russell, seconded by Jacobsen, that land value be decreased $500.00 - from $7,800 to $7,300, for a total valuation of $23,900. All ayes - Carried. David K. Lando, 6210 Morgan Avenue, Requested his valuation set at $28,000 instead of $33,000, based on freeway noises and environmental factors. He presented additional dates (C-9404)0 Motion by Kenealey, seconded by Jacobsen, to adjust valuation down from $33,000 to $29,760. Po11 of votes: Ayes - Jacobsen, Kenealey,. Law, Sundt and Russell. Motion by Kenealey, seconded by Law, that valuation on property at 6404 Vincent Avenue be adjusted from $27,000 to $25,000, and that valuation on property at 6400 Vincent Avenue be adjusted from $12,900 to $11,400. The City Manager reviewed the storm sewer project proposals. City Project ~~647-A. Mayor Law presented a petition, which he received, imm opposition to City Project No. 647~A. (C-9403). Tim Floberg, 6240 Grand Ave. So., questioned the drainage on freeway construction and feels that he does not get any benefit from previeus assessment. Motion by Anderson, seconded by Kenealey to refer City Project No. 647®A to the -4- June 26, 1972 Engineering Department for discussion and study with Hennepin County and defer hearing to the July 10, 1972 meeting.
