06-14-1972CITY OF RICHFIELD B®ARD OF EQUALIZATION (Continued) June 14, 1972 The Board of Equalization of the City of Richfield met in the council chambers of the City Ha11, 6700 Portland Avenue, on Wednesday, June 14, 1972, at 7:00 p.m. Presento Councilmen Jacobse~a and Luettinger, and Mayor Law. Absent: Council~en Kenealey and Anderson. Also Present; Res~.dent members m Donald A, Sundt and Donald L. Russell; Tom Moran, City Clerk; Vernon Anderson, City Assessor; and Gary Eide, Administrative Assistant representing City Manager Wayne Burggraaff. The names of property owners who had previously asked to be heard were called on in the order they had registered. Mrs. Maurice Peterson, 6829 Nicollet Avenue ~- feels head small house is valued too high. The hourse to the north of their property is s3.mi~,ar but valued $1,400 less, and the house to the south is also valued less. Frols 1b65 to 1971 she was assessed for a fireplace which she didn't have. She feels 'she should have credit over those years, Mrs. Peterson was advised there is an abatement procedure she can receive assistance with from the Assessing Department. Motion by Luettinger, seconded by Russell, that the Assessing Department make an inspection of this property and that of the neighbors to the north and south, Such information to be brought back to the council for final consideration. A11 ayes v Carried, John E. Anderson, 7611 - 16th Avenue So. A Home on a cul de sac and boarders on a park. There is also a great deal of noise due to traffic on Cedar Avenue and 494, and no buffer for noise control. Also in glide pattern of airport. Motion by Luettinger, seconded by Russell, to decrease the valuation at 7611 e 16th Avenue from $29,2U0 to $28,.500. A11 ayes Carried. George Kent, 7109 Stevens Avenue. Protested increase of $2,500 because of the low level of his lot..ocaused by city for street improvement in 1950, Motion by Luettinger, seconded by Jacobsen, to request staff to study why two lots on each aide of this property were raised higher and to inspect this property, and tea report back, A11-ayes e Carried, Mx's. R. S, Wold, 6404 12th Avenue So.' Feels they are over valued in relation to their neighbor. She also feels that garage porch is a storage room and that basement is incomplete. Said she felt that her home was overvalued in relation to other homes in the neighborhood. Motion by Jacobsen, seconded by Luettinger, that the staff inspect this pro- perty and also 6405 - 12th Avenue. All ayes o Carried. - 2 - June 14, 1972 Sid M, Sanford, 7000 Portland Avenue. Felt increase is too high. He compared percentage increase to-wage limitations...in effect, he feels valuation ~ho~1d go back to $23,500, as bank has not changed loan value of his home since 1965. Motion by Luettinger, seconded by Law, to decrease the valuation at 7000 Portland Avenue, from $30,700 to $29,500, A11 ayes - Carried. Paul Dyste, 6732 Oliver Avenueo Feels valuation too high for a 25 year old homed House has a basement darkroom that is useless and is being assessed as a full room. Motion by Jacobsen, seconded by Sundt, to decrease the valuation at 6732 Oliver Avenues from $34,200 to $33,500. All ayes ~ Carried. Loyal Freeman, 6341 Oliver Avenue, Has a parking problem with employees from. Eddy Arnolds and Mr, Steak parking in front of his house. He feels valuation too high, Motion by Luettinger, seconded by Law, to direct staff to require Mr. Steak°s and Eddy Arnold°s employees to use offsstreet parking areas. A11 ales m Carried. Motion by Jacobsen, seconded by Sundt, to sustain the assessor's valuation, A11 ayes - Carried, R, J. Tibbets, 6326 - 14th Avenue m Rental property. Represented by appraiser from Midwest Federal who presented his appraisal, Several approaches to appraisal were discussed, Motion by Jacobsen, seconded by Russell, to decrease the valuation from $15960U to $13,300. A11 ayes - Carried. Vernon Simonson, 6504 - 15th Avenue. Feels that a $1,760 increase is too high. Willing to sell it for less than present value of $15,84U. Motion by Sundt, seconded by Jacobsen, to sustain the assessor°s valuation, A11 ayes - Carried, Henry Simicek, Jr., 7532 Sheridan Avenueo Feels his valuation is too high. Motion by Russell, seconded by Luettinger, to decrease the valuation from $37,900 to $35,900. All ayes o Carried, Mrs. Sigmund Iverson, 6337 Standish Avenue. Has only a three room house - built in 1932. Has noise problem and oil smell from bets. Motion by Jacobsen, seconded by Law, to decrease the valuation from $16,.300 to $14,100. Herrmann - Oumer of lots at 6401 Oliver Avenue, and 6405 Oliver Ave. Increase in valuation of 10% on one lo.t and 11% on the other lot. Complained"about losing 20 feet of her land for street, Feels land isn't valued same as neighbors lot. Neighboring businesses prevent sale of land for single family homes, ~I 1 Motion by Jacobsen, seconded by Luettinger, to decrease valuation on 6401 Oliver from $7,.200 to $6,700® to bring grand total of both lots from $13,500 to $13.,000, A11 ayes - Carried, Joseph Davis, 6639 Lake Shore Drive. Feels his valuation should be decreased because of parking lot construction across street and the business development next door. Complained of noise next door, House is 19 years old. Motion by Jacobsen, seconded by Luettinger, to decrease valuation from $26,~i00 to $25,500. A11 ayes o Carried. Lawrence Wozniczka, 6744 Wentworth Avenue - Discussed apartment and commercial valuations. No:t easy for some owners to pay taxes and to fix u~ their buildings. Reported that apartments two blocks away had valuation lowered 7, 1/2.%. Would like a report on apartment changes. Motion by Luettinger, seconded by Jacobsen, to direct staff to make a report on changes in apartment values. A11 ayes - Carried, J. C. Hamsness, 7237 Humboldt Avenue, Feels his valuation is too high, Retiring. Motion by Russell, seconded by Sundt, to decrease valuation from $23,800 to $23,300. A11 ayes - Carried, John Matula, 7121 10th Avenue, Feels increase is excessive, Complained about plane noise, small bedrooms, house 18 years old with limited closet space, Motion by Russell, seconded by Luettinger, to direct staff to inspect property and report back to council. All ayes - Carried, Ra1uh DeCrescenzo, 6620 - 14th Avenue. 18% increase too high. Can't understand such a high increase with 66th Street traffic and airport noise. Motion by Jacobsen, seconded by Russell, to direct staff to inspect this pro- perty. All ayes - Carried, Harold Lindskoog, 6724 2nd Avenue So, Feels valuation too high. House built in 1942, and his valuation not equal to a similar one in next street which was valued at $20,800 for same size. Motion by Luettinger,. seconded by Jacobsen, to direct staff to inspect this property and report back to Council. All ayes m Carried. Ad3ournment.
